It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this Sources Sought Announcement must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below. The Veterans Integrated Service Network 22 is seeking a contractor to provide an automatic, large capacity, floor loading hydro-spray mechanical washer that is same or equal to Getinge Cage-Washer, Model # GEW 9122EW to replace the current equipment for the Loma Linda VA Healthcare. The station requires a heavy-duty conveyor design for continuous high-volume processing and efficiency. Equipment must meet these requirements: SALIENT CHARACTERISTICS: The chamber size should be 46.1 inches wide x 86.6 inches long x 86.6 inches high (nominal) and the minimum pit size should be 86 inches wide x 101 inches long x 6 inches deep (nominal) to be coordinated with equipment. The washer chamber floor shall align with finished floor, coordinated with final pit dimensions, miscellaneous metal requirements and floor drain location. The base, recirculating sump, and chamber shall be of stainless-steel construction. The construction shall be smooth without crevices and ledges for the potential build-up of debris and contamination. The chamber shall be insulated on all sides and top with at least 2 inches of fiberglass insulation. The sides shall be covered with a stainless-steel jacket and the top by foil. The sectionalized, stainless steel grated floor should permit access to debris screens and baskets while prohibiting contact with hot solution or steam coil. The maximum exterior height of the washer should be 9 ft due to the current available space. The cage washer cannot have a ramp due to safety concerns and must have level loading to avoid soil side of the room from being clogged. The double door pass through doors must be sliding and cannot open outward due to safety concerns. The prewash room (soil side) is too small to allow outward opening doors or ramps. The door of the unit should be constructed using four sheets of temper-hardened glass. These sheets should be laminated together with an air gap in the center and wrapped with a 304 stainless steel edge. Doors should be provided at both ends of the unit to allow for pass-through operation. Additionally, an operator control terminal should be located at the unload end of the unit. The load and unload doors of the unit should be interlocked to ensure that only one door can be opened at a time. This will help maintain separation between clean and soiled areas. Activation switches and status lights should be connected to the control system at all door locations. All doors should be able to be manually opened from within the chamber. Additionally, a safety switch should be installed to stop the washer operation if a door is opened during any treatment process. The sump tank must be a low profile and hold a minimum of 32 gallons (120 liters) of water. The base frame must be less than 6 inches (150 mm) high and should be mounted on the floor in a pit that is 6 inches deep. The cage washer should be steam heated with 480V, 3Phase, 60Hz and have thermal disinfection. For required cleaning and sanitation outcome, it should be equipped with an automatic sump clearing system, deionized water inlet, and tilting floor. It must have monitored drain cooling with a maximum drain temperature of 60 degrees Celsius (140 degrees Fahrenheit), as mandated by California regulations. It should have neutralizing capability based on a PH value measured w/ probe. DELIVERY AND INSTALLATION: The vendor must be capable of offloading the equipment from the truck, moving the equipment to the correct delivery location in the space, uncrating or unboxing the equipment then removing all trash, and setting up the equipment according to the manufacturer s specification followed by testing the equipment to verify that it is operational. Equipment installation paperwork & warranty information must be handed to the approved government contact onsite. The vendor must uninstall/repo and move current cage washer to the loading dock for scrap metal turn-in. The vendor must provide on-site installation. Due to the shallow depth of the current room and lack of space for pump requirements, the cage washer should be installed in a pit. If you are interested and are capable of providing the required supplies, please provide the following information: (1) Company Name, Address, Point of Contact. (4) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with any other federal contract? If so, please provide the contract type and number. (5) If you are an FSS GSA/NAC or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (6) Please provide general pricing for your products/solutions for market research purposes. (7) Please submit a capability statement that addresses qualifications and verifies ability to perform work described above. (8) Please specify if your company is manufacturer and/or authorized distributor. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought Announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Businesses. However, if there are insufficient Service-Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 339112, 1,000 Employees. Responses to this notice shall be submitted via email to sam.choo@va.gov. Telephone responses will not be accepted. Responses must be received no later than Thursday, 05/25/2023 10:00 AM PT. After review of the responses to this Sources Sought Announcement, a solicitation may be published on the sam.gov or GSA eBuy websites. Responses to this Sources Sought Announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this Sources Sought Announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov.
