- SOURCES SOUGHT ANNOUNCEMENT The 763rd Enterprise Sourcing Squadron (763 ESS) is seeking sources for rental of two Lavatory Services Trucks at Andersen Air Force Base (AFB), Guam for two weeks in July 2023. CONTRACTING OFFICE ADDRESS:� 763 ESS, 510 POW/MIA Drive, Building P40, Suite E1004, Scott AFB, IL 62225 INTRODUCTION: This is a Sources Sought to determine the availability and technical capability of industry to provide all personnel, equipment, tools, materials, management, supervision, quality control and labor necessary to provide rental of two Lavatory Service Trucks at Andersen AFB. � DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. �THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND There is no background information to provide as this is the first time the 763d ESS will be procuring these products in this location. REQUIRED CAPABILITIES: Delivery Location: Andersen Air Force Base Availability: July 2023 Vehicle Requirements: - Ensure all hose end-fittings and any other required aircraft interface hardware are compatible with lavatory fittings on the ATGL and all models of the B-707, B-747, B-767, C-5, C-17, C-130, C-141, KC-10, KC-46, KC-135, L-100, E-3A, and other military and commercial aircraft. The unit shall be compatible with and shall include one Kaiser adapter P/N M2651-133-31, cage code 86831, or equivalent. Because of the low profile requirements of some aircraft, the connections to the lavatory waste removal and flush shall be lower than in commercial aircraft. The contractor shall ensure the unit, evacuation hoses, and pumps are located and sized to ensure the contents of the aircraft lavatory can be properly removed without additional assistance from the operator. - Chemical compatibility. The Lavatory Service Truck (LST) shall be designed to withstand the possible corrosive effects of potassium acetate, propylene glycol, and lavatory system cleaners and deodorizers. - Both the waste and flush pumps shall be electrically or hydraulically driven off the truck chassis engine. - Waste and flush pumps shall be self-priming and capable of purging/flushing aircraft lavatories at a minimum volumetric flow rate of 25 gallons per minute. - Flow meter. The panel shall have a flow meter to display the amount of flush water and chemical rinse being flushed into the aircraft lavatory system, in gallons. - Tanks. Three stainless-steel tanks shall be provided for: 1) lavatory waste, 2) lavatory flush water, and 3) chemical rinse. The lavatory waste tank shall have a minimum capacity of 300 gallons and shall include funneling to aid in tank drainage. The lavatory waste tank shall have a connection for the flush hose to allow rinsing of residual waste from the waste tank. The flush water and chemical rinse tanks shall each have a minimum capacity of 100 gallons. SPECIAL REQUIREMENTS:� Base Security: Base security is of the utmost importance. Contractor shall abide by all base security rules and regulations. Current 36 SFS policy directs that all contractors must enter and exit through the North Gate between 0600 hours and 1800 hours, Monday through Friday. Exiting after 1800 hours is authorized through the Main Gate; however, All access through North Gate outside normal operating hours must be coordinated NLT 3 duty days prior, unless it is an emergency, through the Contracting Officer, and is subject to approval by 36 SFS. If required, the Contractor must submit any Base Access Request revisions and/or renewals NLT 3 calendar days after award.� Base pass requests shall be valid through the contract�s ultimate completion date. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 532490 � Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with the corresponding size standard of $35 Million.� To assist 763 ESS in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement�s areas contained herein.� This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.� You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).� SUBMISSION DETAILS:� Responses should include: Business name and address; Name of company representative, business title and email; Large or Small Business Size and Type of Small Business (if applicable); Cage Code; UEI Number; Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.� (This information is for market research only and does not preclude your company from responding to this notice.) Please provide any questions or concerns you have on the draft PWS and/or NAICS code provided.� Interested businesses should submit a brief capabilities statement package (no more than ten pages) demonstrating ability to perform the services listed in this Technical Description.� Documentation should be in bullet format. Whether or not you intend to submit a quote if an RFQ is posted.
