Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: �Statistical Support on NCSA�s Data Collection Systems Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, Service Disables Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) concerns that may be interested in and capable of performing the work described herein to perform studies, research along with efforts to conduct all aspects of the study, including but not limited to, provide statistical support on the production process of NCSA�s data collection systems. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. �NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. �NHTSA may; however later on issue a Request for Proposals (RFP). �However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA�s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.� NHTSA�s National Center for Statistics and Analysis (NCSA) collects data on police-reported motor vehicle traffic crashes in the U.S. through its data collection systems such as the Crash Investigation Sampling System (CISS), Crash Report Sampling System (CRSS), Fatality Analysis Reporting System (FARS), and Non-Traffic Surveillance (NTS) system. CISS is a nationally representative multi-stage probability sample of motor vehicle traffic crashes involving towed passenger vehicles (motor vehicles under 10,000 lbs) on a trafficway. CRSS is a multi-stage nationally representative probability sample of all motor vehicle traffic crashes on a trafficway. FARS is a census of fatal motor vehicle traffic crashes on a trafficway. NTS is a data collection system of non-traffic crashes and non-crash incidents. These data collection systems are used by government, industry, and academia in the U.S. and around the world to make informed highway safety decisions. Within recent years, the transportation community has become increasingly interested in vulnerable road users (e.g., pedestrians, pedalcyclists), motorcyclists, and large vehicle (motor vehicles above 10,000 lbs.) crashes. Currently, NCSA does not conduct detailed investigations on vulnerable road users, motorcyclists, or large vehicle crashes in its data collection systems. There has also been a need to upgrade NCSA�s current data collection systems. In 2021, Congress passed the Bipartisan Instructure Law (BIL). As a part of BIL, Congress provided funding to address the transportation community needs through the expansion of NCSA�s CISS and management and support of State crash data through the electric data transfer. NCSA is undertaking the expansion of CISS by increasing the number of data collection sites, expanding the data collection scope, and including on-scene/rapid response data collection. NCSA plans to continue to research and apply state-of-the-art statistical techniques through sampling, weighting, imputation, and analyses to its data collection systems and to meet Congress' requirements. Objective: The objective of this Task Order is to receive statistical support for NCSA�s data collection systems to meet current and future transportation safety needs. This objective includes performing statistical production work for NCSA�s data collection systems (i.e., CRSS, CISS, FARS, and NTS) and developing sample design and estimation procedures for the new on-scene data collection. The objective also includes research on survey methodology, sample designs and estimation procedures for special studies, and training for end users. Capabilities: The corporate capability statement must address the capabilities necessary to provide specific services to accomplish tasks identified under the Statement of Work (SOW). (See attached) Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, Service Disables Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than the closing date for responses to this notice.
