Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with AB SCIEX LLC, 1201 Radio Road, Redwood City, CA 94065-1217. The National Institute of Allergy and Infectious Diseases (NIAID)�s Metabolomics and Lipidomics Subsection of the Protein Chemistry Section in RTB (collectively �Program�) is engaged in research to analyze disease mechanisms involving small molecules, metabolites, and lipids. To conduct this research, Program uses technology such as liquid chromatography coupled to tandem mass spectrometry (LCMS/MS). LCMS/MS is a powerful analytical technique that is used to separate and identify unknown compounds and to quantify known compounds. This technology and the associated research have been used with SCIEX OS software. There are technical and compatibility reasons as to why Program can only use this SCIEX software. SCIEXOS suite is the only software set that matches all of the technical requirements: Remains compatible with current methodological and analytical pipelines. Allows for access to historic data files that were analyzed on SCIEX software. Maintain continuity for involved researchers that have previous samples all analyzed on SCIEX Qtrap instruments and SCIEX software. Matches the technical expertise of scientists involved in the operation. Provides seamless compatibility with the .wiff file format output from SCIEX mass spectrometers. Provides access to SCIEX molecular libraries. Provides peak-picking, chromatogram alignment, integration, and statistical analysis on single platform. Furthermore, SCIEX software from AB SCIEX LLC has been used in Program�s labs for years to run its equipment and conduct its research. Numerous projects in progress have historic data that was acquired on AB SCIEX/Shimadzu instruments and analyzed using SCIEX OS software. SCIEX OS software is the only software that readily interface with the .wiff file format and allow for access to historic method and data files generated in SCIEXOS software previously in the lab. Thus, in order to maintain continuity for ongoing projects and to maintain compatibility with existing methods, AB SCIEX software is needed to replace the previous software licenses used for data processing and analysis. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following: 1. 15304971 SCIEX OS 3.1 MarkerView License (Qty x2) 2. 090317 SCIEX OS-Q - QUAL/QUANT PROC PERP ELICENSE (Qty x2) 3. SSC018 MarkerView Software Assist Plan (Qty x1) 4. SSU032 SCIEX OS-Q - Processing Software Advance Plan (Qty x1) 5. SSU032 SCIEX OS-Q - Processing Software Advance Plan (Qty x1) Delivery will occur within one (1) week of award. Place of Performance or Delivery: Bethesda, MD 20892. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2173393) by 4:00 pm eastern standard time on 05/24/2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
