This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 This solicitation is set-aside for SDVOSB Please Note: All SDVOSB vendors must be certified distributors of Planmeca, be registered in SAM.GOV and be certified in SBA s VetCert: Veteran Small Business Certification (sba.gov) The associated North American Industrial Classification System (NAICS) code for this procurement is 339114, with a small business size standard of 750 The FSC/PSC is 6520 EQUIPMENT STATEMENT OF WORK (SOW) Brand Name ONLY -PLanmeca Dental Radiographic Equipment -Item# FE003798- QTY 20- ProSensor Size 2 sensor with 3 ft cable includes Magnetic Connector and Sensor Introduction/Background Dental Department of Veterans Affairs in East Orange, Lyons & Brick, brand name purchase of ProSensor Size 2 Sensor with 3-foot Cable that includes Magnetic Connector and Sensor. The intraoral sensor offers a unique combination of unparalleled image quality, high-end patient-centred design and usability. Cutting-edge image quality with a true resolution of over 20 lp/mm. The Planmeca ProSensor offers real HD image quality. These will be used as replacement sensors since the ones we have are breaking down and unrepairable as well as no longer under warranty. Time of delivery The contractor shall deliver the equipment as soon as possible after receipt of order. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items FAR 52.212-3, Offerors Representations and Certifications Commercial Items Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items [FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders The following subparagraphs of FAR 52.212-5 are applicable: All quoters shall submit the following to: Duane.philgence@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate comparatively, the following: price (including installation, training, and warranty), quality, past performance and speedy delivery. Following receipt of quotes, the Government will perform a comparative evaluation of the products/services quoted. The Government will compare quotes to one another to select the product/service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quote will determine suitability. Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. Once the Government determines there is/are a contractor(s) that can provide a product/service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited product/service to address any remaining issues. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
