Description
Combined Synopsis/Solicitation Notice This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 47PE0223Q0005 and is issued as a Request of Proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition. The General Services Administration (GSA) Southeast Sunbelt Region 4 intends to issue an RFP for Construction work for Sewage Lift Station located at the FEMA Complex 436 Pinetree Boulevard Thomasville, Georgia. The Contractor shall provide project management and construction services which involves the construction of a new lift station to be located at the FEMA Complex in Thomasville, GA. Currently, the FEMA complex has a tie-in to an adjacent property�s (Southwest State Hospital Campus) privately owned lift station, which also serves a nearby juvenile detention center. The intent of this project is to establish a new lift station on Government property that shall tie into the city/county sewer main. Consult the provided A/E design package for additional details and description. The work to be performed under this contract involves the construction of a new lift station to be located at the FEMA Complex in Thomasville, GA. Currently, the FEMA complex has a sewage tie-in to the adjacent property�s (Southwest State Hospital Campus) privately owned lift station, which also happens to serve a nearby juvenile detention center. A new lift station is to be established on Government property that shall tie into the city/county sewer main. In addition to the new lift station and required service lines, a new gas line shall be installed to serve the FEMA complex as well. The Contractor shall follow the provided A/E Design Firm Contract drawings and specifications for all work on this project. The contractor shall provide all materials, labor, tools, equipment, and supervision to accomplish tasks as outlined in the contract documents. Materials, supplies, and equipment used shall be commercially available products of reputable manufacturer or suppliers. All work/materials shall be in accordance with local and national codes. Period of Performance: Construction schedule shall be completed 365 days from Notice to Proceed (NTP). This procurement is reserved as 100% WOSB set asides, only qualified offerors may submit bids. The North American Industry Classification System (NAICS) code applicable to this requirement is 236220 � Commercial and Institutional construction size standard of $36.5 Million. ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be email to Vincent D. Butler. Questions not received within a reasonable time prior to close of the solicitation may not be considered. *** The solicitation is available for download and the proposal will be due on May 15, 2023, 4:30 PM (EST). �The solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities or BETA.Sam website located at https://www.sam.gov/.� No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. Registration must be ""ACTIVE"" at the time of award.� Any costs incurred by offerors in preparing or submitting offers are the offerors' sole responsibility; the United States will not reimburse any offeror for any proposal preparation costs. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value from the selection of the technically acceptable proposal with the lowest evaluated price. Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors. All Bids must be valid for 30 days from the closing date for this solicitation. No exceptions or qualifications.
