Description
Located within USAID�s Management Bureau, the Office of Acquisition and Assistance�s Policy Division (M/OAA/P) reviews and interprets the Federal Acquisition Regulations (FAR), the Federal Assistance Regulations (2 CFR 200) and develops and issues the USAID Acquisition Regulations (AIDAR) other Agency regulations, policies, guidelines, procedures, and instructions regarding USAID acquisition and federal assistance. The division also reviews legislation relating to acquisition and assistance (A&A), responds to Congressional inquiries, and advises senior Agency management on all matters relating to A&A. In support of USAID�s Localization objective, M/OAA/P is working to reduce statutory, regulatory and policy barriers that local organizations face when contracting with USAID or seeking USAID assistance. To date, the Policy Division has performed regulatory and statutory research pertaining to current requirements and analyzed consideration of amendment or repeal of regulatory or statutory provisions. M/OAA/P seeks up to two Senior Procurement Analysts with demonstrated expertise in Federal regulatory work to help develop recommended actions for Agency consideration, and to pursue approved actions according to their relative priority. This will require a long-term effort of two or more years which may involve drafting proposed revisions to statutory text, revising regulations, policies, and procedures, and assisting in chaperoning these statutory or regulatory changes through the legislative and/or rulemaking process. Ideal candidates are those who are both well-grounded in A&A matters and able to visualize and make well founded arguments for potential game changing regulatory, statutory, or policy alterations, and/or who have experience in shepherding agency transitions of similar magnitude.� Interested parties should view the full text of the solicitation via the file ""7200AA23R00069_GS-15 USPSC Procurement Analyst-Federal Regulatory Expert"" located in the ""Attachment/Links"" section of this notice.
