The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � The INL section in Honduras implements programs funded by the INL Office of Western Hemisphere Programs (INL/WHP). �INL/WHP develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. �INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. The purpose of this Personal Services Contract is to fill the position of Counternarcotics (CN) Police Advisor to the INL section at the U.S. Embassy in Tegucigalpa, Honduras. �The CN Police Advisor will be the primary advisor on all matters related to counternarcotics, will serve as the in-country program coordinator for its respective program, responsible to the INL Director and supervised by a Foreign Service Officer, in coordination with other INL personnel and third-party contractors, for providing program implementation, direction, and execution oversight in support of Government of Honduras (GOH) entities. The CN Police Advisor also is expected to provide assistance to the new Honduran National Police and Public Ministry to increase Honduran investigative and prosecutorial capacity to combat impunity related to major crimes. �The CN Police Advisor may supervise a police reform program and other programs designed to enhance the capabilities and capacity of the Government of Honduras (GOH) in all areas involving citizen safety. The CN Police Advisor will coordinate programs with other Honduran entities, INL counternarcotics, reform, and other police advisors, and/or contractors working for the INL program in Honduras, and other International Narcotics and Law Enforcement Affairs Sections/Offices. DUTIES & RESPONSIBILITIES Under the direct supervision of the Tegucigalpa INL Program Officer or his/her designee, the CN Police Advisor will perform the following duties: 1.�� �Manages the day-to-day operations of narcotics law enforcement projects in Honduras, including all interdiction activities. 2.�� �Coordinates institution and capacity building of Honduran National Police (HNP) Special Forces Directorate (DNFE) and eradications unit (DNPA), with special emphasis on training activities to build their eradications and interdictions capabilities. 3.�� �Provides management and coordination of programs that enhance the capabilities of GOH agencies to curtail the manufacturing, transportation and trafficking of illegal drugs, arms, and transnational organized crime (TCO) activities through building the capacity of GOH security and justice sector personnel. 4.�� �Advises on, initiates, and coordinates activities related to preventing/reducing crime in Honduras, and improving Honduran National Police effectiveness in investigating major crimes (e.g. homicides, extortions, kidnappings, drug trafficking, money laundering, etc.).� 5.�� �Reviews logistical support requests for accuracy and applicability and develops requirements for supporting HNP counternarcotic and precursor chemical operations. Refines existing or develop new counternarcotics and drug interdiction capabilities that align with INL strategies and priorities; represents INL to high level U.S. and Honduran justice sector officials; manages assigned INL programs and projects; and provides advice, training, technical assistance, and equipment to Honduran government entities. 6.�� �Works with the other INL advisors, interagency partners, and regionally to identify Honduran National Police personnel training needs. �Proposes training options/course availability in the region or the United States. 7.�� �Develops close working relationships with appropriate officials of the GOH, including the Public Ministry and Honduran military, among others. �These entities are involved in the criminal investigative process. �The incumbent will also offer counternarcotics maritime interdiction advice, when directed, to officials of the Honduran Navy Special Forces (FEN). 8.�� �Develops capacity-building strategies, key activities and projects for INL Honduras�s CN programs, under the supervision of INL Foreign Service Officer(s), and in coordination with the Government of Honduras and other INL program and management staff. 9.�� �Provides advice and assistance in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, statements of work, and delivery and acceptance of procured items.� 10.�� �Coordinates the support for the Joint Interagency Operations Center (CCOI) and works with host nation counterparts in utilizing intelligence generated by the CCOI. �Provides advice, assistance, technical review, and recommendations at the operational level for Honduran agencies and international organizations for counternarcotics, aviation, law enforcement, and criminal justice sector professionalization projects. �Use subject matter expertise of counternarcotics investigations and use of aviation, maritime, and other assets for counternarcotics missions to advise Honduran officials and collaborate with international organizations and U.S. officials. 11.�� �Advises the INL Program Officer and Director on training required to improve counternarcotics police performance in detection, interdiction, and disposal of illicit drugs. 12.�� �Implements and oversees all phases of approved projects by managing budget and staff in the INL Honduras counternarcotics team. Directly supervises two (2) locally engaged staff members and oversees contract performance for three (3) third-party contractors operating under his/her purview. �Supervision duties will include the resolution of conflicts and other issues, and personnel performance management. �As part of these duties, ensures projects are measurable and sustainable, and comply with U.S. government legal and policy requirements and restrictions. 13.�� �Serves as liaison with heads of sections and working level representatives of U.S. law enforcement agencies at the U.S. Embassy that are involved in investigations and prosecutions of TCO-related crimes. �These agencies include, but are not limited to, the Department of Defense (DOD), the Department of Homeland Security (DHS); the Department of Justice (DOJ) and its component agencies such as the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), and the Office of Overseas Prosecutorial Development Assistance and Training (OPDAT). 14.�� �Drafts and provides advice and assistance in the preparation of the annual country budget, end-use monitoring report, and other federally mandated reports.. �This will include supporting the development of monitoring and evaluation metrics for relevant reports and applicable program. 15.�� �Develops and hosts justice and security-related meetings, national and international conferences and seminars, and meetings with GOH officials, to advance U.S. foreign policy goals related to counternarcotics and counter-transnational criminal organizations (TCOs) efforts. 16.�� �Briefs Department of State, U.S. Congress, and other visiting officials and Embassy staff as directed on the role of INL and the status of U.S.-Honduras counternarcotics and aviation professionalization projects and related security and law enforcement initiatives.� 17.�� �When required, performs the role of Duty Officer.� 18.�� �Performs other duties as requested and assigned that are directly related to this Statement of Work.� TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) and when applicable, the Grants Officers Representative (GOR) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. � 2.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. � 4.�� �Completes PS872 Microsoft SharePoint for Site Users within the first three (3) months of arriving at Post. 5.�� �Completes any internal or external training deemed necessary by the FSO supervisor. 6.�� �Consultations with the INL Program Officer may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is U.S. Embassy Tegucigalpa, Honduras. The advisor may be occasionally required to travel in-country and regionally on a TDY basis to meet program needs. �International travel for conferences and coordination meetings may be required multiple times a year. RELATIONSHIPS The CN Police Advisor reports to the INL Programs Officer at US Embassy Tegucigalpa, Honduras and will have working relationships with other Foreign Service Officers (Director, Deputy, etc.), Personal Service Contractors, and Third-Party Contractors. The CN Police Advisor will serve under the day-to-day direction of the INL Program Officer, a Foreign Service Officer. �The Advisor will work closely with INL personnel, INL Program Offices, and personnel in other Embassy agencies. �All employees under Chief of Mission (COM) authority assigned Law Enforcement and Rule of Law (LE/ROL) duties work with INL leadership to ensure oversight and non-duplicative efforts in the Mission.� The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the INL Programs Officer or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The INL Programs Officer will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity, given the dynamic U.S. and Honduran political landscape related to counternarcotics in Honduras, and the evolving counternarcotics environment in Honduras. �Decisions involve several undefined areas and issues and require extensive probing and analysis to determine the scope of the problem, e.g., coca cultivation, yield and eradication, measuring Honduran CN efforts, assessing INL, USG, and GOH efforts to disrupt drug production, assessing legislative reforms that would permit or hinder a judicial wire intercept program, analyzing new and past aerial ISR, maritime interdiction and communications technologies for use in diverse CN missions across several agencies with different systems, budgets, and protocols, etc. �The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Honduras, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� � U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) 2.�� �Bachelor�s degree from an accredited U.S. institution or a minimum of ten (10) years of �related professional experience in U.S. military joint and combined operations, law enforcement, rule of law capacity building, and/or international development, including INL-managed programs. �Experience must have direct relevance to counternarcotics operations. 3.�� �A minimum of five (5) years of experience working with Latin American law enforcement, military, intelligence, or regulatory counterparts actively participating in counter narcotics operations or investigations, including utilization of aviation, maritime and K-9 assets to interdict contraband and support investigations against criminal organizations. 4.�� �Demonstrated five (5) years supervisory experience. 5.�� �Demonstrated five (5) years Program Management experience, to include developing multi-project strategies, project objectives, budget forecasting and execution, project implementation, as well as measuring and reporting for impact. 6.�� �Demonstrated ability to interact effectively with high-level officials (governmental and non-governmental.) 7.�� �Demonstrated relevant work experience in law enforcement, program management, training, and problem-solving methodologies. 8.�� �Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups. 9.�� �Demonstrated ability to develop and direct the implementation of goals, objectives, procedures, and work standards. 10.�� �Demonstrated ability to prepare and recommend long-range plans, development of specific proposals for action, experience in the preparation and administration of an annual budget. 11.�� �Demonstrated ability to read and speak Spanish at the professionally proficient level.� 12.�� �Proficient in Microsoft Office Suite and able to prepare a wide variety of reports or presentations. 13.�� �Knowledge and experience with U.S. Government (USG) regulations, standards of conduct, and ethics. � EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Factor 3: �Knowledge and Ability� � � � � � � � � � �(15 points) Offeror�s knowledge of program management, concepts, practices, and principles to analyze and develop recommendations for program implementation and USG objectives. �Demonstrated ability to manage resources, influence by design, and effectively collaborate to further goals, objectives, and activities. �Demonstrated ability to develop and maintain strong working relationships to build unity of effort with U.S. interagency and Latin American representatives of law enforcement agencies at the local, state, and federal level through clear and effective communication. Factor 4: �Subject Matter Expertise� � � � � � � � � � � (15 points) Demonstrated subject matter expertise in the following fields: aerial technology and tactics, maritime interdiction success in judicially dismantling drug trafficking organizations, and experience in Honduras or other country in the region working operations with host nation law enforcement against illicit drug production and trafficking. �Demonstrated program management, deployment and use at the local and federal levels and in the domestic and foreign law enforcement arenas. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. COMPENSATION (BASE PAY) This position has been designated at the FS-02, GS-14 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
