Description
Tibor Rubin VA Medical Center, Long Beach, CA SF330 Request - 36C77623R0107 Technical Questions with VA Response The SOW references: A/E must perform an investigation of the existing utilities and relocation of such utilities in the courtyard between buildings 160, 164, and 7. All abandoned utilities discovered shall be removed. Can the govt clarify if the expectation is to include GPR for example to investigate and identify existing utilities, or is it sufficient to review record drawings in combination with the surface survey to ID utilities for relocation/abandonment? Answer: Record drawing review and a surface survey should be adequate for this project. If the A/E determines a GPR investigation is necessary, then it may be included. The SOW references: The A/E Team shall provide the necessary professional services to conduct a complete site utility survey as needed to identify all utilities in the vicinity of and required for the subject project. Can we confirm if the VA is the Authority having Jurisdiction or will this require coordination with local utility providers? Answer: Considering the boundaries of this project, the VA is the authority having jurisdiction. The SOW references: The end results of the survey/study shall be reflected in the design documents and indicate the current system capacities and the necessary work required for the utilities to adequately support new expansion. In the event the analysis reveals the existing utilities to be inadequate to support the new expansion, A/E team shall be responsible to ensure that adequate utilities are provided for the new expansion. Has the govt performed any due diligence to help characterize the likelihood of off-site utility design? Answer: Building 164 is relatively modern, less than 10 years old, so the utility design should mostly consist of connections to the existing utility system. No investigations have been performed on the existing utility system, but record drawings will be supplied. Does the VA have any existing hazardous materials survey documents? Answer: The VA has hazardous waste inspection documentation. Can you please further identify/clarify the role and responsibilities for the archaeologist position identified in the pre-solicitation notice (Section 5, Phase I SF 330 Selection Criteria, Item 1, Professional Qualifications) Answer: An archaeologist is not required for this project.
