Description
I. Purpose: The purpose of this contract is to PM and service the ABL90 analyzers identified below. Selected vendor must be able to provide full contract support immediately upon award of a resulting order. Vendor will provide full maintenance support for the items listed in below. This contract shall provide for maintenance services for which the item to be repaired will be sent to the vendor for repair. It shall include all systems, subsystem components, and assemblies, (i.e.: contractor responsible for total maintenance of entire system). All maintenance provisions shall apply to hardware, firmware, and software, as appropriate, unless otherwise stated. II. Background The Biomed shop provides support and repair of medical equipment for the Central Texas Veteran�s Healthcare system (hereby referred to as CTX). The endoscopes utilized for procedures supporting the CTX Veterans sometimes necessitate the repair or replacement of endoscopes required. With repeated usage/cleaning/inspection cycles, problems are found that require a higher degree of repair than the Biomed shop is able to provide. III. Objectives a. Full-service contract on the below list of analyzers: to include all parts and labor necessary to replace the listed equipment for all damage incurred to the devices during the contracted period. b. The contractor shall organize repair of damaged analyzers within 48 hours of notification from the COR. All replacement parts shall be new or have been refurbished with OEM approved new parts by an OEM trained technician. The contractor must have ready access to all replacement parts necessary to repair the variety of models listed below. All parts supplied shall meet manufacturer approved specifications. If and when requested, the contractor shall provide the Central Texas Veterans� Health Care System (CTVHCS) with a letter from the manufacturer of the equipment specifying that all parts for the equipment will be sold to the contractor. IV. Scope a. The Contractor shall comply with Federal, State, and Local Laws, plus any Federal Regulations as applicable to the performance of this contract. b. The Contractor shall not accept any instructions issued by any person employed by the U. S. Government, other than: the Contracting Officer (CO), or the Contracting Officers Representative (COR), all acting within the limits of their authority. c. The Contractor shall be qualified / authorized by the Original Equipment Manufacturer (OEM) in the repair of all equipment listed within this contract. Contractor shall maintain qualifications throughout entire contract period. Qualification includes but not limited to the certification of all repair persons and repair facilities by the OEM as being trained / qualified to perform required repairs. The Government shall maintain the right to seek proof of qualification prior to award and anytime during contract period of performance. V. Requirements a. The Contractor will provide written assurance of the competency of their personnel and a list of credentials of approved service personnel for each model the Contractor services for the CTVHCS to the Contracting Officer and/or the COR within 10 days after contract award. b. The Contracting Officer or COR reserve the right to request authentication of factory training certificates or credentials from the Contractor at any time for any personnel who are servicing CTVHCS equipment. c. CTVHCS specifically reserves the right to reject any of the Contractor�s personnel and refuse them permission to work on CTVHCS equipment. d. The Contractor shall comply with Federal, State, and Local Laws, plus any Federal Regulations as applicable to the performance of this contract. e. The Contractor shall not accept any instructions issued by any person employed by the U. S. Government, other than: the Contracting Officer (CO), or the Contracting Officers Representative (COR), all acting within the limits of their authority. f. The Contractor shall be qualified / authorized by the Original Equipment Manufacturer (OEM) in the repair of all equipment listed within this contract. Contractor shall maintain qualifications throughout entire contract period. Qualification includes but not limited to the certification of all repair persons and repair facilities by the OEM as being trained / qualified to perform required repairs. The Government shall maintain the right to seek proof of qualification prior to award and anytime during contract period of performance. g. Technical Support: Telephone service for technical support will be provided 24 hours a day/ 7 days a week. Contractor shall provide appropriate telephone number(s) for 24 hours access. All service personnel assigned to work on the equipment will have been trained by the Original Equipment Manufacturer (OEM) and can provide proof of that training. h. Repair Coverage: The Contractor will provide all repairs on the equipment at no additional cost to the VA. Inadequate or improper repairs performed by the Contractor will be correctly repaired at a time convenient to the VA at no additional expense to the VA. i. Service Calls: Routine service calls are hereby defined as necessary to diagnose and repair equipment problems which can be performed during normal working hours. Response time of the Contractor for routine service calls shall be within 48 hours after being officially notified. Emergency service calls are defined as service required to safeguard the health and well-being of VA patients. For emergency service calls the Contractor shall respond by phone within One (1) business day after being officially notified and shall be on-site, if necessary, with two (2) business days after being officially notified. The term �Response time of the Contractor� indicates the physical presence of a fully qualified technician on station within the specified time frame. �Official notification� is hereby defined as the time a service call is placed with the Contractor. VII. Period of Performance The Period of Performance will be a full calendar year from the requested date of the contract plus the option for additional years to be agreed upon.
