Dublin, GA The U.S. Department of Veterans Affairs (VA) Seeks Expressions of Interest for up to 6,000 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) Square Feet of Office/Administrative Space in the Dublin, GA area Notice: This is not a solicitation for offers, nor is it a request for proposals. The Government will not pay for any costs incurred as a result of this Advertisement. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this Advertisement. Description: City, State: Dublin, Georgia Delineated Area: Start at the intersection of Interstate 16 and Highway 338, proceed north to the intersection of Highway 80. Turn right on Highway 80, proceed east to the intersection of Highway 441 Bypass. Turn left on Highway 441 Bypass, proceed north/northeast to the intersection of Highway 441. Turn right on Highway 441, proceed southeast to the intersection of Highway 444. Turn left on Highway 444, Marie Church Rd, proceed northeast to the intersection of Highway 437. Turn right on Highway 437, Blackshear Ferry Rd W, proceed east to the intersection of Highway 454. Turn left on Highway 454, Country Club Rd, proceed northeast to the Oconee River, proceed south along the river to Interstate 16 and then west to the intersection of Highway 19. (ABOA): 6,000 Space Type: Office /Administrative Parking Spaces (Total): 25 surface Full Term: 15 years Firm Term: 10 years Additional Requirements: Government seeks existing space only that currently meets or can be made to meet VA s requirements (i.e., only existing space will be considered). ABOA is generally defined as ANSI/BOMA Office Area (ABOA) Standard for measuring space recognized by the Government and documented in the American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) international standard (Z65.1-1996) definition for Office Area also known as ABOA. It is the area where a tenant normally houses personnel and/or furniture, for which a measurement is to be computed. ABOA is computed by measuring the area enclosed by the finished surface of the room side of corridors (corridors in place as well as those required by local codes and ordinances to provide an acceptable level of safety and/or to provide access to essential building elements) and other permanent walls, the inside face of the dominant portion of building exterior walls, and the center of tenant separating partitions. Where alcoves, recessed entrances, or similar deviations from the corridor are present, ABOA square footage is computed as if the deviation were not present. Offered space must be located on one (1) floor in contiguous space. Offered space must meet Government requirements for fire safety, accessibility, security, seismic, and sustainability standards per the terms of the Lease. Offered space shall not be the 100-year floodplain. Offered building must have the ability to accommodate securing of entrances and critical areas (roofs, mechanical areas, sprinkler rooms, electrical rooms, etc.). The Federal Government requires a fully serviced lease. All services, janitorial supplies, utilities, and tenant alterations are to be provided as part of the rental consideration. Use this language when only considering existing buildings. Note that, in the event an offer submits a site for construction and it is determined to be a strong option for the Government, if this language is included in the original ad a second ad must be posted in order to accept the site for consideration. Only use this language in the anticipation of remaining in place, or when time is of the essence such that would prevent the time frames required by new construction options. Expressions of Interest (EOIs) must be received electronically no later than June 15, 2023 by 4:00 PM Eastern Time, and should include the following information at a minimum: Building name and address Location of space in the building and date of availability Rentable Square Feet (RSF) offered and full-service rental rate per RSF ANSI/BOMA office area (ABOA) Square Feet offered and full-service rental rate per ABOA SF Floor plans (as-built) identifying offered space Name, address, telephone number, and email address of authorized contact; and Name, address, telephone number, and email address of management company. Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered. Building Ownership: Building owners/brokers must identify if the ownership entity is a registered Veteran Owned Small Business (VOSB) or a Service-Disabled Veteran Owned Small Business (SDVOSB). Documentation of the firm s registration as a SDVOSB or VOSB shall be submitted with the Expression of Interest.
