Description
The Defense Logistics Agency (DLA) - Energy - FESBB is planning to issue a Request for Proposal (RFP) for Contractor-Owned Contractor Operated (COCO) fuel storage services on the Island of Singapore. The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping of U.S. Government-owned aviation turbine product via tanker/barge in the Island of Singapore. Solicitation SPE603-23-R-0507 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive and ship U.S. Government owned turbine aviation products (Jet A-1 and JP5) via tanker/barge at pumping rates compatible with the mode of transportation tendered. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility on a 24 hour, 7 days per week basis. Storage requirements include required fill capacity for 500,000 barrels of Turbine Aviation, Commercial Grade Jet A-1, and 125,000 barrels of Turbine Aviation Grade JP5. A minimum of two tanks interconnected and isolated from other facilities and products handled within the fuel facility. All storage capacities and capabilities must be available and operational under a single deep water storage terminal facility upon award or 5 Oct 2023, whichever date is later. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a one-year base period of performance from October 01, 2023, through September 30, 2024, and a one-year option period from October 01, 2024 through September 30, 2025 with an option not to exceed six months from October 01, 2025-March 30, 2026. IAW FAR 52.217-8, will be included, this procurement will be solicited under full and open competition. The solicitation will be posted in the May/June 2023 timeframe and the Request for Proposal (RFP) will close about 31 days later. The solicitation will be published electronically on the SAM (System for Award Management) website https://sam.gov/portal/public/SAM. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.�
