Description: In accordance with FAR 16.505(b)(2)(i)(A), a Fair Opportunity Exception award for construction services is anticipated. The Aircraft Fueling System at St. Paul Island is leaking diesel fuel into the ground surrounding the fuel tank. The expedient need to have a contractor on site to demolish the fuel system and clean, remove and dispose of the contaminated soil outweighs the protocol of soliciting via fair opportunity. The Contractor will be responsible to provide supervision, labor, tools, equipment, materials, and transportation to St. Paul Island to complete the demolition of the Aircraft Fueling System and removal of contaminated soils.
