- SOURCES SOUGHT/NOTICE OF PROPOSED CONTRACT ACTION (NOPCA).� This is not a solicitation. Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (AFLCMC/HNCK), Joint Base San Antonio-Lackland, TX intends to award, on a sole-source basis, a firm-fixed-price contract for the design and construction of a Calibration Bench to Teledyne Brown Engineering (TBE) Inc., 300 Sparkman Drive NW, Huntsville, AL 35805-1994. The Calibration Bench will serve to conduct function checks on multiple TBE sensors, and other items like pumps, valves, and pressure transducers.� Detailed technical data and drawings for the above listed items is not available to the Government. �Teledyne Brown Engineering (TBE) Inc. (CAGE 24114) is the Original Equipment Manufacturer for the items requiring the function or serviceability check. The North American Industry Classification System (NAICS) code is 334511 � Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The proposed contract action is for the design and construction of a Calibration Bench for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), only one responsible source.� The Government intends to make an award by 30 August 2023. No technical data/drawings/technical orders are available. If a firm believes it is capable of meeting the Government�s requirement, it may identify its interest and capability to the Contract Specialist within five (5) business days of this publication. Any interested source is invited to submit a written qualification package for review and approval. Such approval must be received prior to contract award. The written qualification package must include the following information: 1) contractor name and phone number, 2) a brief statement detailing capabilities to repair such item, 3) a list of names and phone numbers of references to whom you have repaired this item for, and 4) type of business, and whether they are large, small, any socio-economic classification, and whether they are U.S. or foreign owned.� All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. �The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. IAW An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.� Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for consideration.
