THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTE (RFQ), OR AN INVITATION FOR BID (IFB). NO CONTRACT OR PURCHASE ORDER WILL BE AWARDED FROM THIS NOTICE. THE INTENT OF THIS MARKET RESEARCH EFFORT IS TO GAIN KNOWLEDGE OF VENDOR INTEREST, CAPABILITIES, AND QUALIFICATIONS AND TO RECEIVE INDUSTRY FEEDBACK REGARDING THE DESCRIPTION OF ANTICIPATED WORK. THE RESULTING VENDOR RESPONSES WILL BE USED BY THE GOVERNMENT TO SHAPE THE ACQUISITION STRATEGY IN DEVELOPING A COMPETITIVE REQUIREMENT. THE CONTENT OF THIS NOTICE IS INTENDED FOR THE PURPOSE OF INDUSTRY FEEDBACK ONLY AND IS NOT TO BE CONSTRUED AS AN ACTIVE SOLICITATION. The United States Department of Agriculture (USDA) Forest Service, Procurement and Property Services Special Projects Operations Center - Southwest Region intends to issue a solicitation for the purchase of Boundary and Recreation Fencing for Capulin and Rio de la Casa Allotments in Pecos-Las Vegas Ranger District on the Santa Fe National Forest. The Government anticipates the project to include the following key performance areas: Removal of existing fencing � The contractor will be responsible for removing any old fence located on the National Forest side of the survey line within 30 feet of the new fence location. The old fence materials will be removed by the contractor from the site and from the National Forest prior to contract completion. The contractor will be responsible for disposal of any old fence materials removed as a result of the contract. Hazard Tree felling within the fence line corridor � The contractor will be responsible for felling burned trees that are 30� dbh and under within the fence line corridor of 1 Chain or 66 feet, that if left standing have the potential to fall and damage the newly constructed fence. Tree felling will be completed by the contractor prior to fence construction.� Installation of approximately 42.5 total miles of barbed wire fencing � The contractor will be responsible for installing new barbed wire fencing in accordance with the standards and specifications to be determined and included in the anticipated solicitation�s Statement of Work. The following special location conditions may apply to project performance: Performance sites are in remote locations and may require high-clearance vehicles.� Obstacles may include downed trees, ravines, road slides, wash outs, or limited access.� The contractor is responsible for identifying issues that may affect the price for mobilization/demobilization Camping may be available Utilities (water and electricity) are not available. Toilet facilities are not available.� The contractor may be authorized to provide a port-a-potty.� Determinations will be made by the appropriate District Ranger at the Work Assignment level. Right of way clearing for the fencing will be 10� to provide for vehicle access during construction.� All clearing will be done on National Forest System land.� Trees cut along the right-of-way will have four (4) inch maximum stump height.� Sources are being sought for entities with a North American Industry Classification System (NAICS) code 238990, All Other Specialty Trade Contractors, with a Small Business Size Standard of $19M. Responses are requested with the following information:�� Vendor�s name, address, UEI, points of contact with telephone number(s) and e-mail address(es) Business size/classification to include any designations as Small Business, HUBZone, Woman Owned, Service-Disabled Veteran Owned, 8(a), etc. Description of capability to perform the three (3) contemplated performance areas described above.
