Description
This is a Pre-solicitation Notice.� The Solicitation once posted, will include information on how to obtain the Scope of Work and attachments.� All responsible sources may submit a bid to be considered by the United States Section of the International Boundary and Water Commission (USIBWC). The USIBWC intends to issue a Solicitation (negotiated) for the design and construction (design-build) of the new Administration Building within the USIBWC�s Lower Rio Grande Flood Control Project, in Mercedes, Hidalgo County, Texas.� This new building shall replace the existing Mercedes Main Office Building. The existing building was constructed in the 1970�s and is located within the Mercedes Field Office compound. The existing building is no longer functional with respect to building codes, office space, needed technological improvements, and mechanical improvements. Description of the Work: work shall include work under a Based Bid and Two Options: Bid: a. The Design-Builder shall design and construct a new Administration Building with a total footprint of approximately 4,840 square feet. The building shall meet LEED Silver certification requirements prior to acceptance. �b. The Design-Builder shall demolish and dispose approximately 4,000 square feet of the existing Mercedes Main Office building in its entirety, except for the HVAC system and Generator which shall be disconnected and turned over to the Mercedes Area Operations Manager. Demolition shall also include an 840 square-foot outdoor shed located on the southwest corner of the compound c. The Mercedes Field Office staff will remain in the existing building while the new Administration Building is constructed. Demolition of the existing building shall be accomplished after all administrative staff has been moved into the new building. e. Site work includes reconstruction of the existing staff parking lot (approximately 23,500 square feet), sidewalk, chain link fencing with vehicle and pedestrian gates, a new visitors parking lot and a septic tank replacement. Demolition of the existing staff parking lot shall be accomplished after the visitors� parking lot has been constructed in its entirety. Option 1: Additional site demolition and construction of an additional staff parking lot (approximately 20,400 square feet) to include chain link fencing along the perimeter.� Option 2: Approximately 600 LF of the existing 2-lane main roadway shall be removed and repaved with reinforced concrete pavement Upon conclusion of the project, the new administration building shall be a fully commissioned building able to operate for its intended use with all utilities, to include, but not limited to water, sanitary sewer, communications, cable, electrical, fire protection system(s), etc. The work shall include all planning, design work, coordination, permitting, labor, material, tools, equipment, construction, testing, inspection, commissioning, demolition, cleanup, and all necessary general conditions, that may be reasonably inferred from the Contract Documents to provide for all work for the design and construction of a new single-story administration building and demolition of the existing structures.� All work must meet federal OSHA standards, applicable federal, state, and local codes, and current environmental laws to provide a more efficient and effective working environment. The Design-Builder shall only use designated access roads as directed by the USIBWC. These designated roads shall be always passable to all traffic throughout construction. � The magnitude of the project is estimated between $5,000,000 and $10,000,000. The work is located in Mercedes, Hidalgo County, Texas.� A site visit date will be listed in the Solicitation.� The work will be performed under NAICS Code 236220.� The Contract will be firm-fixed price. All work is proposed to be completed within one thousand ten (1,010) calendar days after the Notice to Proceed.� Three hundred and eighty-five (385) calendar days are anticipated for design. Three hundred and thirty-five (335) calendar days are anticipated for the construction of new administration building, fully commissioned, and visitors parking lot. Two hundred (200) calendar days are anticipated for movable furniture installation, IBWC�s staff moving to new building, demolition, construction of new staff parking lot and remaining site work.� The final paperwork for closeout of the Contact shall be completed within ninety (90) calendar days of completion of the complete construction. The time for completion of final paperwork is included in the one thousand ten (1,010) calendar days.� The time stated for completion shall include final cleanup of the premises.� The final design and construction Contract durations will be negotiated with Offerors during the Phase Two technical proposal evaluations. The Solicitation will be issued pursuant to FAR Subpart 36.3 - Two-Phase Design-Build Selection Procedures.� Phase One shall include evaluation of technical qualifications and capability to perform and Phase Two shall include evaluation of technical proposal and price. The Solicitation, plans, and specifications are expected to be posted on or about June 2, 2023 (this is a target date which may slip or change). �The Solicitation will be available for a minimum of thirty (30) calendar days.
