- Sources Sought Notification Recycling Center Federal Law Enforcement Training Centers (FLETC) RFI-Recycling Center This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any type of contract award. The Federal Law Enforcement Training Center, Glynco GA, is conducting preliminary market research to determine the market capabilities of potential contractors to construct a new recycling center for the Federal Law Enforcement Training Center in Glynco, GA. The Magnitude of Construction is between $5,000,000 and $10,000,000. Any Contractor interested in performing such work, must be able to perform the activities described in the project description outline below: This is a Design-Build project to provide a new recycling center for the Federal Law Enforcement Training Center in Glynco, GA. The project shall include a turn-key building, and all the furniture required for the facility. The building shall be constructed using a max 20-foot-tall pre-engineered metal building. The building shall be 80 feet wide by 130 feet long. The columns shall be supported on column footings that are designed to carry all loads associated with the overall building loads. The foundation is a slab on grade that is a minimum of 6 inches thick of reinforced concrete. The building shall have a standing seam metal roof. The roof shall be designed to carry an array of photovoltaic panels for future. The roof shall have an integrated gutter and drain spout system installed with a clean mesh gutter guard to keep the leaves and pine needles from plugging the gutters. The IT system shall include all TV�s, network system to every computer station and office, Wi-Fi access points, uninterrupted power sources, telephones, all switches and components to have a working system. All interested firms with 236220 (Commercial and Institutional Building Construction) as an approved NAICS codes have until 22 May 2023 at 8:00 am (EST) to submit the following information: 1) Name & Address of your Firm 2) Point of Contact (name/phone/email) 3) Current Beta SAM Report 4) Annual Revenues 5) Business Size, to include designation as HUB-Zone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. [If an 8(a) Small Business, your firm must have an office in Region IV (GA, AL, NC, TN, MS, FL, KY, SC)]. Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HUB-Zone and 8(a) via Beta SAM and/or the Small Business Dynamics Search. 6) Provide evidence of capabilities to construct comparable facilities to include commercial and residential building construction, single and multiple story facilities on recent projects (not more than five years old). Include the project name and description of the key/salient features of the project (in accordance with the salient characteristics identified above for this potential requirement), contract type, total contract/task order value, completion date, and your company�s level of involvement in the project (i.e. subcontractor (type), prime, GC, etc.). Additionally, if you were teaming with another firm, clearly identify your role for submitted project(s). Please provide at least one point of contact (with email address and phone number) for project validation. Please submit a minimum of 1, but no more than 3 projects. 7) Firm�s capability to perform construction services, to include geographic location, Glynco Georgia. Include your firm�s in-house capability to supply the necessary labor, equipment, and supplies to perform construction work on similar projects (provide supporting documentation/narrative as applicable). 8) Information regarding Teaming Arrangements (if applicable). Although we are not looking for formal signed agreements at this time, if you intend to �team� with another firm, formally or informally, you must submit information, not more than one (1) page, about your team�s involvement. More specifically, you must submit enough information for the Government to determine the roles each team member will play and what your entity�s socio-economic status is or will be considering the proposed arrangement. Therefore, include in your one (1) page submission, your small business status and if you intend to mentor/prot�g� and/or JV with a large business. Both teaming members must confirm via signature on the one (1) page summary that 51% of the profits and managerial function will be assigned to and will be performed by the small business. Likewise, if you are an 8(a)-firm intending to mentor/prot�g� and/or JV with a large business both team members must confirm via signature on the one (1) page summary that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team has a mentor/prot�g� arrangement, identify the areas that will be mentored. Any supporting documentation that validates your entity�s socio-economic status as a team should be provided. Participation in this Request for Information (RFI) process is important as it provides the FLETC decision-makers with the awareness of the capabilities that exist in the market. Your response is a key factor in the development of the acquisition strategy. Data collected will become the property of FLETC and will be used only for the purpose of determining the capabilities of businesses responding to this sources sought notification for the Federal Law Enforcement Training Center, Glynco. This data will help FLETC to identify potential contractors to support the Recycling Center requirement.
