- Update 12: This notice provides an update on the Distance Measuring Equipment (DME), Very High-Frequency Omnidirectional Radio Range (VOR), and Tactical Air Navigation (TACAN) (DVT) Sustainment Program. The FAA has analyzed the vendor's responses from a market survey regarding the DVT Contract Strategy.�The DVT Contract Strategy will be an unrestricted (full and open) competition for a Single Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. �The FAA anticipates the formal release of the Screening Information Request (SIR) by the 4th quarter of FY2023. The following Performance Specifications are undergoing internal reviews and approvals: FAA-E-37016, Performance Specification Distance Measuring Equipment (DME) Transponder System FAA-E-37012, Performance Specification Very High Frequency (VHF) Omnidirectional Radio Range (VOR) System � Conventional (CVOR) and Doppler (DVOR) FAA-E-7870, Performance Specification Tactical Air Navigation (TACAN) Ground Transponder System The FAA intends to release the above Performance Specifications after receiving final approval from the FAA Navigation Configuration Control Board (CCB) by the 2nd quarter of FY2023. Please continue to monitor sam.gov for any further information. Please note that schedules may change and fluctuate, which is not a promise or guarantee for SIR releases. Update 11: This notice provides an update on the Distance Measuring Equipment (DME), Very High Frequency Omnidirectional Range (VOR), and Tactical Air Navigation (TACAN) (DVT) Sustainment Program. The Program Office has issued a market survey with the DVT Contract Strategy and is awaiting input from industry.� The Government anticipates the formal release of the SIR by the 3rd quarter of FY 2023. Update 10a: The response date for the market survey under Update 10� is May 11, 2022. Update 10: The Federal Aviation Administration (FAA) is conducting the attached Market Survey to gather information regarding the capabilities of vendors to meet the Distance Measuring Equipment (DME), Very High-Frequency Omnidirectional Range (VOR), Tactical Air Navigation (TACAN) (DVT) Sustainment Program requirements. The information received will be used as input for the acquisition strategy for the DVT contract. Interested companies must submit their responses electronically to Iann.Washington@faa.gov and 9-awa-aaq-dvtacquisition@faa.gov and reference �DVT Sustainment System Market Survey� in the subject line no later than May 11, 2022 at 1:00 pm ET time. Telephone calls or paper submissions will not be accepted. Responses should be submitted electronically in Microsoft Office format. A Microsoft version of the responses must also be provided if submissions are provided in portable document file (PDF) format. A 40-page limit applies for responses, excluding pricing documents. Please provide a capability statement addressing each of the Questions listed in the order presented in Section 8.0 of this Market Survey. Responses must include company point(s) of contact, title(s), telephone number(s), e-mail address(s) and mailing address. Responses will not be returned. All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. Any costs associated with submittal are solely at the respondent�s expense. The FAA will not pay for any information received or costs incurred in preparing a submission. After reviewing the responses, the FAA may elect to schedule one-on-one discussions with individual vendors to clarify understanding of the documented information. Update 8: The purpose of this update is to provide industry with the FAA's answers to questions received before, during, and after the DVT Industry Engagement Day held on June 10, 2021� This update also provides the DVT Industry Engagement Day briefs�and the Tactical Air Navigation (TACAN) Antenna System Functional Fault Hazard Analysis (FFHA) document.� This documentation is�being provided to industry for informational purposes. The FAA is not seeking questions or comment on any of these documents.� The due date and time for vendor comment to the�draft Performance Specification for the Distance Measuring Equipment (DME) Transponder System, FAA-E-37016, remains unchanged. Please see Update 7 for further information. Update 7: The purpose of this update is to extend the due date for industry comments�to the draft Performance Specification for the Distance Measuring Equipment (DME) Transponder System, FAA-E-37016, from August 12 to August 26, 2021 at 1:00 p.m. Eastern Time (ET). During the Industry Engagement Event, DVT representatives will provide information on how the FAA derived the Development Assurance Levels for the DVT Sustainment Program.� In preparation for the event, Navigation Programs will share the DVT Sustainment Program Operational Safety Assessment (OSA) to vendors upon request.� Request for access to the OSA document must be sent to 9-awa-aaq-dvtacquisition@faa.gov.�Once the request is received, the FAA will provide the requestor the website location and a unique username/password credentials to download the file.� Please see the attached DVT Engagement Announcement document for further information and instructions.
