- The USAF Academy 10th Contracting Squadron intends to solicit and award a Blanket Purchase Agreement, in accordance with FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, to Brigham Young University (BYU), Provo, Utah, under the authority of�FAR Subpart 13.106-1(b), Soliciting Competition, due to only one source being capable of providing supplies and deem only one source reasonably available. The USAFA anticipates award of a Blanket Purchase Agreement on a single source basis to BYU for foreign language test access codes for unique computer adaptive listening and reading tests. BYU offers commercial computer adaptive foreign language tests in (Arabic, Chinese, French, German, Russian and Spanish) and are designed in alignment with American Council of the Teaching of Foreign Languages (ACTFL) proficiency benchmarks. Requirement: Approximately 1,790 Foreign Language Test Access Codes per year. Baseline Testing: Late April/early May: 420 cadets (840 tests � listening & reading) Pre-/Post-Testing of summer travelers: Late May/Late June: 150 travelers (600 tests � listening & reading before and after travel) Capstone testing: Mid-December: 175 cadets (350 tests � listening & reading) -Languages required for testing (Arabic, Chinese, French, German, Japanese, Portuguese, Russian and Spanish) -Levels required for testing: basic (100-level), intermediate (200-level) and advanced (300-level) -Guidelines: proficiency goals based on nationally recognized proficiency guidelines and benchmarks developed by the American Council for the Teaching of Foreign Languages (ACTFL). -Testing Metrics: tests should have a listening and a reading component developed in close cooperation with ACTFL, so it aligns very well with proficiency goals. Questions should be timed and be Computer Adaptive Tests (CAT), so students don't necessarily have to answer every question on the test to achieve a certain proficiency rating. This notice is not a request for competitive quotations. A solicitation will not be available for this requirement. The intent of this notice is for informational purposes only. However, any information received from any organization, before 4:00 PM MST., Friday, May 12, 2023, that believes it can meet this requirement will be considered by the Government for a competitive procurement action.
