- Request for Information Joint Operational Medicine Information System (JOMIS) Deployed Tele-Radiology System (DTRS) and Theater Image Repository (TIR) THIS IS A NOTICE OF CONTRACT ACTION ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD), in support of Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS), Joint Operational Medicine Information System (JOMIS) Program Office, anticipate issuing a bridge contract modifictaion to Nexsys Electronics, Inc. (dba Medweb), for an anticipated performance period of a three-month base period, plus one three-month option period, for system support of the Deployed Tele-Radiology System (DTRS), to include engineering and operation support of Theater Image Repository (TIR) for military healthcare professionals. The DTRS serves as the local Picture Archiving Communications System (PACS) providing Tele-radiology services to deployed forces in AORs. The servers combine the functions of a PACS archive, Digital Imaging Communication in Medicine (DICOM) web server, telemedicine web server, Ethernet Proxy gateway, Virtual Private Network encryption router, and satellite enhanced DICOM internet tunnel. The DTRS servers receive, store, and transmit medical images acquired from diagnostic imaging devices (e.g., Computed Radiography x-ray, Computed Tomography, and ultrasound). Diagnostic workstations running the Medweb client application provide the presentation and manipulation of DTRS PACS images. DHMS-CD is issuing this notice of contract action for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely delivery of the required capabilities at the required level of quality. Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this announcement are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI. The applicable North American Industry Classification System (NAICS) is 541511 and the applicable Product Service Code (PSC) is DA01. Please send responses to Sharjeel J.
