Description

SYNOPSIS: Replace Wood Frames, Doors, Shutters, and Header THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Interior Region 2, South Atlantic Gulf, South Contracting Office intends to issue a Request for Proposal (RFP) to replace replacing selected wood frames, doors, shutters, and header in Castillo San Felipe Del Morro and Santa Elena Guardhouse at the San Juan National Historic Site, San Juan, Puerto Rico. A detailed Statement of Work will be provided with the solicitation documents. PUBLICIZING: The official solicitation and its attachments will be issued on or about May 26, 2023 (the date is subject to change) and will be posted to the SAM.gov website at https://sam.gov/content/home This procurement will be 100% set aside for Small Businesses. The NAICS code is 238350-Finish Carpentry Contractors. The small business standard is $19 million. ESTIMATED MAGNITUDE: Between $250,000.00 and $500,000.00. TYPE OF PROCUREMENT: It is anticipated that a firm-fixed-price construction contract will be awarded requiring submission of both a technical, past performance and price proposal. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price, and other factors considered. Payment and Performance Bonds will be required after the award. The contract is expected to be awarded by July 2023. Federal Construction Wage Rates for San Juan, Puerto Rico will apply. SAM REGISTRATION: All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code 238350, and NOT have any exclusion such as a delinquent federal debt or debarment. SITE VISIT: Only one (1) site visit is scheduled for this action. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and ensure they fully understand the requirements and conditions that may affect the project's costs, specifications, and performance. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation because of this notice. NOTE: No additional information is available until the solicitation is released. No offeror list is maintained by the Contracting Officer. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the SAM.gov website at https://sam.gov/. Once logged into the SAM.gov website, change the search criteria to Contract Opportunities and type in the Solicitation Number 140P5423R0019 in the field. It is and will continue to be, all potential offerors� responsibility to monitor the SAM.gov website for any amendments, updates, and responses to questions and answers. All responsible sources may submit a proposal which shall be considered by the agency.
