- Description
- The contractor shall provide services for the US Naval Medical Research Unit Six � NAMRU 6 in Lima, Peru during the period of performance shown below: Lima: (one janitor) From July 01, 2023 to June 30, 2024 Services will be paid monthly. Services will be provided 40 hours per week from Monday to Friday for the entire duration of this contract. Working hours will be coordinated with the Facilities Department in the range of 0700 to 1800. Services consist of recruiting, training and placing janitorial personnel in Lima (one janitor). DESCRIPTION OF SERVICES/ INTRODUCTION Contractor will provide support to NAMRU SIX on a temporary basis as ordered by the Contracting Officer or designee of the Contracting Officer. Personnel selected for placement shall be subject to the Government�s approval. The contractor shall not use any employee under this contract without Government approval. The contractor shall furnish all managerial, administrative, direct labor personnel and uniform that are necessary to accomplish all work required. The contractor is also responsible to provide the personal protective equipment (PPE) necessary for the correct execution of their activities, such as facemasks, gloves, goggles, etc. and/or additional PPE required by Peruvian navy regulations/laws.� �Contractor employees shall be on site only for performance of contractual duties and not for other business purposes.� Performance requirements for required work are described below. The contractor is responsible for strict adherence to all instructions and quality requirements stated in this contract and shall provide the appropriate management effort to ensure that all services are performed. The contractor shall ensure that all personnel assigned to this contract possess the skills and experience necessary for meeting deliverables. The Contractor must provide the name of the person of contact (POC) and his/her alternate in charge of daily communication with NAMRU SIX.� If these employees are going to be changed, NAMRU SIX must be notified in writing three working days in advance .� POC must be available for KO and Clients. Contract requires for continuity of services during the duration of the contract. Employee(s) working for the Contractor in NAMRU-6 facilities have to be cleared by Regional Security Office (RSO) at the U.S. Embassy, Lima, Peru. Personnel without a clearance check will not be allowed to provide services required per this contract. The contractor shall ensure that their personnel assigned to provide the services required per this contract are in compliance with the local labor regulations and with any other regulations mandated by Peruvian Government. JANITOR / CLEANING �Duties and Responsibilities 1.�� Contractor shall schedule routine cleaning requirements to ensure that these are done in the order and time frame that are most efficient and have the least impact on normal operations.� They are to be performed on a daily basis.� 2.�� Contractor shall schedule periodic cleaning requirements so that it causes minimal disruption to the normal operation of the facility.� The KO shall determine the schedules presented which meet the needs of the individual facility. 3. The Contractor shall perform janitorial services in all designated spaces including, but not limited to halls, offices, laboratories, restrooms, work areas, entrance ways, lobbies, storage areas, and stairways.� Standard Services shall include the following work: Daily Cleaning Requirements shall consist of: 1.�������� Sweeping all floor areas including damp mopping of areas such as tile, linoleum, marble floors, staircases and public areas.� Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris.� Chairs, trash receptacles, and easily moveable items shall be tilted or moved to clean underneath.� When completed, the floor and halls shall have a uniform appearance with no streaks, smears, swirl marks, detergent residue, or any evidence of remaining dirt or standing water. Spaces to be clean include, but are not limited to: laboratory rooms, offices, conference rooms, etc. 2.�������� Dusting and cleaning all furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks,� pictures, maps, telephones, computers and CRT screens, lamps and other common things found in an office environment.� All furniture shall be free of dust, dirt, and sticky surfaces and areas. 3.�������� Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath and then replaced in the original position.� 4.�������� Thorough cleaning of toilets, bathrooms, mirrors, and shower facilities, using suitable non-abrasive cleaners and disinfectants.� All surfaces shall be free of grime, soap scum, mold, and smudges.� The Contractor shall refill paper towels, toilet paper, and soap in all bathrooms.� 5.�������� Emptying all wastepaper baskets, and washing or wiping them clean with a damp cloth, replacing plastic wastepaper basket linings and returning items where they were located. 6.�������� Cleaning of glasses, cups, and coffee services in conference facilities. The Contractor shall clean the items in hot soapy water and rinse, dry and polish so that a presentable appearance is maintained. 7.�������� Removing any grease marks or fingerprints from walls, doors, door frames, radiators, windows. 8.� ������ Servicing and Replacing Water Bottles and Dispensers.� The Contractor shall be responsible for the sanitizing, refilling and proper storage of bottles.��� Contractor is responsible for replacement of all empty water bottles and replenishment of paper cup holders on an as needed basis.� The contractor shall take filled-up water bottles from the designated storage area and transport the plastic containers to the water coolers.� Proper sanitary handling measures shall be taken when removing and replacing the new water bottle.�� The Government will provide carts for transporting water bottles.������ 9.�������� Removing of trash to designated area as directed by the KO, and keeping the trash area in a reasonably clean condition. 10. ����� Reporting broken windows, stopped up drains, and leaking plumbing and for securing premises after workday is completed in the offices and laboratories. 11.������ Escort facilities contractors when directed to do it. 12. ����� Participate in moving when required of furniture and/or laboratory equipment. Assist housing with the furniture and household equipment inventory. Coordinate with courier for all delivers except laboratory samples or confidence materials. Register all material received and delivered by courier service. Unload incoming supplies and equipment. Open packing boxes or storage crates and unload containers. Move supplies to proper storage areas using hand truck and other material handling equipment. Periodic Cleaning Requirements shall consist of: 1.�������� Spot cleaning baseboards and walls. 2.�������� Spot waxing and polishing floors as needed. �3.������� Dusting window sills and blinds. � If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to PROFESIONALES DE MANTENIMIENTO Y LIMPIEZA SAC , located in Jiron Daniel Hernandez 1315 Pueblo Libre Lima Peru , for the requirement of NAMRU-6. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to supply the required goods or perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions�that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. �Capability statements are due by 08:00 pm Local Eastern Time on May 22 2023.
