- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government. �This acquisition is unrestricted, and the North American Industry Classification System (NAICS) code is 33411 and has a size standard of 1,250 employees. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-03 effective April 26, 2023. The Government intends to award a firm-fixed price purchase order. THIS IS NOT AN AUTHORIZED CREDIT CARD PROCUREMENT, INVOICE TO BE SUBMITTED FOR PAYMENT UPON DELIVERY AND ACCEPTANCE OF EQUIPMENT. The Department of Homeland Security (DHS), U.S. Customs & Border Protection (CBP), is seeking to purchase three (3) workstations per the specifications outlined in the attached statement of work (SOW).� If the equipment offered is currently covered under an FSS/GSA/GWAC contract, please note this on your quote. Any shipping charges must be estimated and included in the quote. QUESTION SUBMISSION: Interested Offerors must submit any questions concerning the solicitation within five (5) days of the posting date. Questions must be submitted to the Contracting Officer at calynda.c.baines@cbp.dhs.gov. �Questions not received within the 5-day period may not be considered. APPLICABLE CLAUSES: 52.204-7 System for Award Management (SAM) Registration (OCT 2018), the offeror must be registered in SAM and fully input their Representations and Certifications for a complete record. 52.204-13, System for Award Management Maintenance (OCT 2018). 52.204-23, Prohibition on Contracting for Hardware, Software, and Services Developed or Provided by Kaspersky Lab and other Covered Entities (Deviation 20-05)(NOV 2021). 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Deviation 20-05)(NOV 2021) 52.212-1, Instructions to Offerors (MAR 2023) 52.212-2, Evaluation - Commercial Items (NOV 2021): Award shall be made to the best value, as determined to be the most beneficial to the Government.� Please read each section below carefully for the submittals and information required as part of the evaluation.� Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process. Quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers.� The Contracting Officer may issue a purchase order to other than the lowest priced quoter.� The Government may award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:� Technical:�� Technical acceptance is more important than price. Delivery:� Leadtime and delivery of equipment is more important than price but less than technical acceptance.
