- *****The date specified for receipt of offers for this RFQ is June 8, 2023. This requirement is for a firm-fixed price contract for five (5) each NSN: 5995-01-541-0930 BA, Cable Set - 1553 O-Level, P/N 17G680528-501, which includes one First Article and four production assets, one First Article Test Plan, one Marking Plan, and one First Article Test Report, and three (3) Options of 1-3 each. The C-17 aircraft contains electronic line replaceable units (LRUs) that have operational flight program (OFP) software in their memory. The OFPs of these LRUs frequently need to be reloaded, either as a result of the software upgrade or after the repair phase. In either case, these LRUs (including spares) are often sent off-base to the suppliers where the special equipment is available for software reloading. Such procedure is slow for combat readiness requirements it is also so costly and inefficient. To accelerate and improve the maintenance process for all OFP LRUs, the operational flight program loading system (OFPLS) is designed to perform OFP software reloading at the organizational (O) and/or intermediate (I) maintenance levels. A means is required at organizational level of maintenance to support the OFP loading operation for the LRUs. This will be a 100% Small Business Set-aside. Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFQ. All responsible small business sources may submit a quote to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Quotes will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED.
