Description
Hematology analyzers are required to attain the standard for production for Naval Hospitals Okinawa and Yokosuka Japan and Branch Health Clinics located in Atsugi, Sadebo, and Iwakuni, Japan and Diego Garcia, United Kingdom. �Hematology benches are workstations used to conduct Complete Blood Counts and other hematology testing methods. �Without in-house analyzers, the blood samples would have to be shipped to laboratories in Japan or the United States. �Blood samples cannot be frozen for transport and must be analyzed within 48 hours to ensure the integrity of the sample and the test results. �Samples from remote locations like Diego Garcia will take approximately 1 week to ship to laboratories in Japan resulting in a 2-week turnaround for critical and potentially life-saving test results and diagnosis. �One potentially viable option is to send samples to local laboratories in Japan; however, utilization of these laboratories presents a greater risk of clerical errors due to language barriers in addition to additional turnaround time, the risk of reliable transport of samples between sites, and sample deterioration which can lead to adverse patient outcomes in emergency situations. The nine (9) hematology analyzers, to be delivered, installed, and validated no later than 1 January 2023 meeting the following minimum requirements: Must have a Laboratory Information System (LIS) and ethernet connection Must have date storage: �30,000 patient results including graphics, flags, codes and messages Must have 12 control files each with a maximum of 150 runs Must perform roughly 1,000 test per month within 48 hours of blood draw to include 17 uL of venous or micro-collected whole blood and 20 uL of hole blood for pre-diluted analysis Must provide results for the following Complete Blood Count parameters: �white blood cell, red blood cell, hemoglobin, hematocrit, mean corpuscular volume, mean corpuscular hemoglobin, mean corpuscular hemoglobin concentration red cell distribution width-standard deviation, platelet, mean platelet volume, reticulocytes, absolute reticulocytes, mean reticulocyte volume, immature reticulocyte fraction Must provide the following differentials: �neutrophils, lymphocytes, monocytes, eosinophils, basophils, monocyte volume width distribution, nucleated red blood cell, absolute neutrophils, absolute lymphocytes, absolute monocytes, absolute eosinophils, absolute basophils, absolute nucleated red blood cell Must perform the following body fluids (CSF, serous and synovial): �total nucleated cell count, red blood cell, @BFM%, @BFP% Must be able to use USB printer Must have touch screen display and handheld barcode scanner Local maintenance and repair support for the 4 geographic locations within 12 hours of notification, including weekends and holidays. Manufacturer must offer on-site training, in English, for two (2) technicians in Japan and a separate training for the Branch Clinic located in Diego Garcia in conjunction with installation Due to the configuration of the laboratories, the following size and electrical limitations must be met: Analyzer 1 (Diego Garcia) (Qty 2): H: 406mm, W: 270mm, D: 430mm; Weight: 25.1lbs Electrical Power Supply: �VAC 100-240, Hz 50-60, three-wire AC outlet, Single Phase Analyzer 2 (Qty 5): H: 82.42cm, W: 75.57cm, D: 82.80cm; Weight: 560 lbs Electrical Power Supply: �VAC 90-264, Hz 48-63, three-wire AC outlet, Single Phase Critical Values Feature: Enables onscreen and printed notification of critical hematology results to enable easy identification and accelerated reporting of critical values. �User-defined critical values and customized notification text add flexibility needed to support the differences in notification policies from one facility to another.
