- This is a non-personal service(s) contract to provide one (1) Full Time Equivalent (FTE) Equine Physical Therapist (EPT) in support of 3d U.S. Infantry Regiment, The Old Guard�s (TOG) herd of Caisson Horses. The Old Guard, is known to have some of the highest standards of uniform discipline in the Army, as one of its most public-facing units. The regiment is the official ceremonial unit and escort to the President of the United States, and it also provides security for Washington, D.C., in time of national emergency or civil disturbance. The TOG is responsible for the health, care, and training of a herd of Caisson horses. Due to the demands of their mission the Caisson herd require one (1) FTE EPT to assess and provide physical therapy and physical therapy referral recommendations to TOG and Army Public Health Command � Atlantic (PHC-A) to ensure the horses receive the highest standard of care, in both prevention and treatment which is essential to their health and welfare and the TOG mission. The Contract EPT will work in conjunction with other Health Care Providers (HCPs), military members, professionals, and non-contract personnel. The Contractor shall provide non-personal service(s). One (1) FTE EPT who develops rehabilitative programs to help injured muscles, mend broken bones and prevent permanent disabilities in TOG horses. The EPT shall help evaluate lameness in horses, have specialized training in equine massage techniques, heat and cold therapy, and stretching regiments, to aid in healing injuries or help the horses reach maximum athletic capability. The EPT will consult with the Contracting Officer Representative (COR) and PHC-A Veterinarian to provide advice, referral recommendation, and different techniques to prevent further or future injuries. The place of performance is currently Joint Base Myer-Henderson Hall, Virginia; the herd location will move in the future to a location in Northern Virginia. The Contractor shall provide a fully trained EPT and purchase the specialized equipment, tools, and supplies required for the safe care of the herd with pre-approval from the Contracting Officer. The Contractor is responsible for the performance of the contracted employee and all insurance requirements. The Contractor is responsible for supervision of the contracted EPT. Any property or equipment procured for the physical therapy mission will remain the property of the Government.
