- Request for Information Patient Engagement Mobile Application (PEMA) Sustainment Services This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The Government is conducting Market Research to identify potential alternative solutions to the already deployed PEMA system which requires managed support and maintenance including software licenses and configuration, upgrades, customer support and training, troubleshooting and resolution of all issues with PEMA software and hardware components, updates to the Content Management System (CMS) including maps and directions, release management and coordination, and enhancement request management and coordination. Please see attached Draft Product Description (PD) detailing the VA s draft requirement. Based on initial Market Research, the Government intends to issue a firm-fixed-priced solicitation for this effort. It is requested that all companies interested in participating in this effort please note their interest and submit responses to the items listed below. If interested, please provide the following: 1. Please indicate whether you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB), and if so under which North American Industry Classification System (NAICS) Code(s) are you considered a Small Business (as stated in the System for Award Management (SAM) Database). 2. A capability statement based on the requirements in the Draft PD. Please limit capability statement to 5 pages. If proposing an alternative solution, please provide clarity and detailed description into how your solution can provide same/similar function to the deployed solution. Stating that a proposed solution could meet the requirement without sufficient detail may render your submission as not responsive. 3. Provide any questions/concerns related to the scope of the Draft PD. 4. Please indicate any existing Contract Vehicle of which you are a part of that can be used to acquire your services as well the company business size and status you fall under for each vehicle (if different from the above). E.g., NASA SEWP V GWAC, GSA MAS, etc. Instructions for Submitting Questions and the RFI Response: The VA Technology Acquisition Center points of contact for this RFI are Contract Specialist, Dan DiNocera and Contracting Officer, Brett Schwerin.
