Description
The Naval Supply (NAVSUP) Systems Command, Fleet Logistics CenterJacksonville (FLCJ), intends to issue a sole source award utilizing Simplified Acquisition Procedures under FAR Part 13 to Space Exploration Technologies Corp for annual service of SpaceX STARLINK Internet Service with Portability which includes: (3 each) STARLINK High Performance Kits, (3 each) STARLINK Business Pro Service (12 month), and (3 each) STARLINK Portability Service (12 month), and Shipping costs for (3 each) STARLINK High Performance Kits for Chief of Naval Air Training (CNATRA) at Naval Air Station, Corpus Christi, Texas. Chief of Naval Air Training (CNATRA) leads the Naval Air Training Command (NATRACOM) composed of five Training Air Wings located at Naval Air Stations in Florida, Mississippi and Texas. The wings are home to 17 Training Squadrons. SpaceX STARLINK Internet Service is needed to support Student Pilot Training Air Wing Detachments in remote areas. Detachments are remote locations away from Student Pilot regular training squadron. Detachments can be anywhere throughout the continental United States. Currently, the Cradlepoint systems used do not operate effectively at multiple detachment sites, due to remote locations and unreliable and slow cellular service in those areas. STARLINK service is a cost effective mobile alternative to cellular broadband services that are too weak at detachment locations to support Navy Marine Corp Intranet (NMCI) workstation access via Virtual Private Network (VPN). With the added portability service for STARLINK system, the Performance Kit can be packed up and moved and set up from one detachment location to another at a moment's notice. These services are in support of Mission Essential Training and Aviation Maintenance systems. The only supplier identified by the Navy who is capable of fulfilling the requirement is Space Exploration Technologies Corp. The applicable North American Industrial Classification System Code (NAICS) code is 517410 Satellite Telecommunication, with a size standard of $44.0 (million dollars) and PSC code DGII. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within three (3) calendar days after publication of this notice, then a sole source acquisition award will be made.
