The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified sources capable of meeting the Statement of Work (SOW) for Furniture Moving Services, for the Coatesville, PA, VA Medical Center, 1400 Blackhorse Hl Rd, Coatesville, PA 19320 This notice is for informational purposes only. The intent of this Sources Sought Notice 36C24423Q0816 is to identify any Small Businesses, mainly SDVOSB/VOSB vendors who can provide Furniture Moving Services as described in the attached Statement of Need. This is neither a solicitation nor a promise of future work. Small Business, SDVOSB, and/or VOSB manufacturers authorized distributors are encouraged to submit your company s information and capability statement in response to this Sources Sought Notice. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of interested parties to demonstrate to the government that they are capable of providing the equipment or supply that fulfills the required minimum specifications mentioned above. STATEMENT OF WORK Contract Title: Furniture movers and installers Background: CVAMC and its CBOCs require consistent movement of furniture on a timely basis. The tasks included are pickup, delivery, assembly, disassembly, maintenance, reconfigurations, and discard. This function was formerly provided by Environmental Management Service utility team on station. Scope: The contractor shall be responsible for all aspects of furniture movement, assembly, installation, service, reconfiguration, and discard. Contractor shall provide all parts, labor, supervision, uniforms, equipment, tools, transportation, supplies, and materials necessary to perform all tasks related to the transportation, installation/de-installation, and repair of government owned new and used freestanding, modular, or wall mounted furniture. Contractor is responsible for disposing of all furniture that the COR identified for discard. Contractor shall have a minimum of 3 years experience and knowledge of the major furniture manufacturers, as well as experience in the daily operations of a healthcare setting. Contractor shall provide adequate number of team members to efficiently complete tasks assigned by the COR. Virtual meeting shall need to be scheduled 2 weeks prior to discuss workload, adequate manpower, and any questions that the contractor or the COR have will be answered. During the meeting the tasks, personnel required, and locations for tasks will be discussed and confirmed by the COR. The COR will approve the number of personnel required for the taskings, based on the recommendation of the contractor. Contracted days shall be on Tuesdays and Thursdays based on needs and demands during normal business hours 8:00 am - 4:30 pm, no holiday schedule. Contractor shall complete basic background check, obtain, and visibly wear a VA issued badge while on VA property. All services provided under this contract shall be performed in conformance with National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), Joint Commission on Accreditation of Healthcare Organizations (JHACO), Health Insurance Portability and Accountability Act (HIPAA), American with Disabilities Act (ADA), and all original manufacturer standards and specification in order to maintain manufacturer s warrantees. Bids will be accepted from contractors in the NYC Metro, Philly Metro, and DC Metro area. Specific Tasks: The medical center requires support in all aspects of furniture movement, repairs, reconfigurations, trouble shooting. Coatesville VA Medical includes the outpatient clinics in Delaware and Montgomery counties. Task 1: Deliveries: Furniture requested from employees across station shall be delivered as indicated by the COR in the daily briefing. Product that arrives at Coatesville VA Medical Center shall be picked up at Building 13 warehouse and transported to the furniture storage site at Building 151, according to contract schedule. Task 2: Pick-ups: Items that employees request to be removed from their area through interior design LEAF requests shall also be assigned in the daily brief, on an as needed basis. Task 3: Installation: Contractor shall be able to install furniture, per drawings from the COR, up to manufacturers requirements. Furniture may be new, or components may come from existing stock. Contractor shall be a creative problem solver and use pieces and parts available, to put together viable and professional looking solutions. All areas shall be left clean and tidy as found, or better, at the end of each project. Task 4: Disassembly: Contractor shall be able to dis-assemble all common commercial furniture brands, in such a way that the components can be stored compactly in Building 151. All components shall be intact, in good repair, grouped together, and able to be re-used at a later date or be disposed of properly. See further details below in Section 8. Task 5: Ergonomic Equipment Installation/Adjustments: Contractor needs a basic knowledge of ergonomic equipment and correct placement, per body mechanics of the individual receiving the equipment. Task 6: Inventory management: Contractor is responsible for keeping all furniture storage neat and organized. The furniture shall be clearly visible, grouped in like categories, and easily inventoried. This includes ensuring no flammable debris is left in the area. The contractor shall provide the Interior Designer a detailed inventory of the furniture storage area(s) on a monthly basis. Task 7: Repair: Contractor is responsible for various repairs of residential and office furniture. Performance Monitoring: Contractor shall check in with the COR at the end of every scheduled furniture delivery to review work and performance during that day. Upon completion of assignment, COR shall be notified, and the contractor shall furnish written record of tasks completed. The COR will verify tasks are completed prior to the contractor s departure for the day. Security Requirements: Contractor and all employees shall register with the Coatesville VA PIV office and receive an identification badge. Badge shall be worn in plain sight whenever on VA property. Government-Furnished Equipment (GFE) Contractor shall supply all necessary tools, equipment and supplies to fulfill the duties laid out within this service contract. Protection of Property The Contractor shall perform an inspection of the buildings and grounds with the VA COR prior to commencing work. Contractor shall protect all items from damage. The Contractor shall take precaution against damage to the buildings, infrastructure, grounds, and furnishings. The Contractor shall communicate with the VA COR to resolve all repairs beyond simple surface cleaning. Concurrence of the VA COR is required before the Contractor may perform any significant repair work. The Contractor shall be responsible for the repair or replacement of any items related to buildings, infrastructure, furnishings, or grounds damaged due to negligence or actions by the Contractor or employees of the contractor. Contractor shall utilize materials of the same quality, size, grade, and color, to match existing work, as approved by the CVAMC Interior Designer. Contractor shall be responsible for replacing all lost or damaged VA property with equal or better replacements that match existing CVAMC furniture and finish standards within 90 days, at no cost to CVAMC. The Contractor shall be responsible for the security of the areas in which the work is being performed at all times prior to completion. The Contractor shall maintain accountability and control of any keys provided and shall return them to the VA COR upon completion of the work. Contractor shall provide floor protection while working in all VA facilities. All material handling equipment shall have rubber wheels. Other Pertinent Information or Special Considerations. Contractor shall be certified with the major furniture manufacturers, i.e.: Steelcase, Herman Miller, National, Kimball, Knoll, OFS, and any additional IDIQ vendors to maintain the VAs warrantee on all government owned furniture. The lead foreman, movers, and driver shall be experienced with the major furniture manufacturers. Contractor shall provide a driver who also performs installations and moves. The individual s work shall be invoiced at a rate for driving and a rate for installing, as applicable. Contractor shall provide a certified furniture installer for complicated furniture installs. This includes but is not limited to modular furniture. All team members shall be certified furniture installers. The Lead Foreman shall work directly for the awardee and not the subcontractor. The Contractor shall provide the same Lead Foreman for each project. This is a large campus with multiple buildings and the Lead shall be familiar with the campus. The facility includes dementia units, inpatient mental health units, and outpatient clinics. The contractor may be tasked to work in these locations. The contractor shall keep positive control of all tools and materials in order to ensure patient safety on the campus. Identification of Potential Conflicts of Interest (COI). All furniture deemed unusable for the VA use shall be disposed of as indicated by the COR. Contractor may not resell formerly government owned furniture for their own personal gain. Identification of Non-Disclosure Requirements. Contractor may not share any personnel, patient of government information acquired while working at a government facility. Packaging Instructions. Contractor shall provide all necessary supplies to safely transport furniture to Coatesville VA CBOC (Community Based Outpatient Clinic), to include but is not limited to dollies, handcarts, blankets, tie downs, within the transporting trucks. Inspection and Acceptance Criteria. Contractor shall inspect and prepare a punch list to be provided to the COR at the contractually agreed upon schedule. Liability Contractor shall be responsible for replacing any lost or damages that occur to government property with equal or better value within 90 days. 9. Risk Control Contractor shall abide by all warning signs at construction sites, infection control warnings or any other event that comes up during the term of this contract. Contractor and all employees shall register with the Coatesville VA Police and receive an identification badge. Badge shall be worn in plain sight whenever on VA property. The Coatesville VAMC is primarily a mental health facility serving the immediate area. The facility includes dementia units, inpatient mental health units, and outpatient clinics. The contractor may be tasked to work in these locations. The contractor shall keep positive control of all tools and materials in order to ensure patient safety on the campus. 10. Place of Performance. The work will be performed at the Coatesville VAMC campus, Delaware, and Montgomery County CBOCs. The following addresses are provided: CVAMC Main Campus: 1400 Blackhorse Hill Road, Coatesville, PA 19320 CVAMC Delco CBOC: 4875 West Chester Pike, Newtown Square, PA 19073 CVAMC West Norriton CBOC: 2495 General Armistead Avenue, Norristown, PA 19430 11. Period of Performance. This is a 1-year contract. Work shall be performed during normal working hours 8:00- 4:30 primarily at the Coatesville campus, with possible projects at any of the offsite properties as needed. Contractor shall provide adequate staff on scheduled contracted days, except for Federal Holidays. Responses to this Sources Sought should include company name, address, point of contact, phone number, point of contact e-mail, Vendor EID from SAM, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) code 484210 (size standard of $34 Million). Respondents shall also answer the following questions: Size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Small Business (SB), Large Business, etc. Is your company considered small under the NAICS code identified under this Source Sought? Does your company have an FSS contract with GSA or the VA NAC or a GWAC contract holder with any other federal agency? If so, please provide the contract number. If your company holds a FSS GSA/VA NAC contract other federal GWAC contract holder, are the services you are providing information on available on your schedule/contract? General pricing of your services is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. Information provided by potential sources will be utilized by the Government to determine market availability and procurement strategy. An award of a contract will not result from this Sources Sought Notice.
