Description
This special notice is to inform industry that the DHA intends to issue the Healthcare Environmental Cleaning Request for Proposals in May 2023. A brief outline of the requirement is below.� The Defense Health Agency (DHA or Agency) supports the delivery of integrated, cost effective, and high quality health services to military beneficiaries of the Military Health System (MHS). �Patient care services are provided in a variety of settings within the MHS, including military clinics, hospitals, and medical centers, which are collectively referred to as Military Medical Treatment Facilities (MTFs). �The DHA Enterprise requires highly specialized Healthcare Environmental Cleaning (HEC) services, conforming to the highest standards of quality and complying strictly with all applicable certification requirements and with rigorous and exacting medical industry standards for maintaining an aseptic space for the administration of healthcare ranging from clinical to surgical. �The Federal Procurement Data System Product and Service Code (PSC) for such specialized, aseptic �Healthcare Environmental Cleaning� services is PSC Code Q901.� An ability to meet run-of-the-mill �janitorial� or �custodial� services standards, PSC Code S201, would not be sufficient to satisfy the complex, extensive, and in most cases mission-essential requirements of the DHA Enterprise HEC.� ��� The Agency anticipates awarding approximately 15 � 25 Multiple Award Contract (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for Healthcare Environmental Cleaning (HEC), each covering the United States and outlying areas (see �United States,� �outlying areas� in FAR 2.101).� Subsequent Task Orders (TOs) for specific regions or locations will be issued by DHA contracting offices (e.g.� Central Markets, Northeastern Markets, Southeastern Markets, Southern Markets, and Western Markets).� This requirement is 100% Small Business Set-Aside under North American Industry Classification System�(NAICS) Code 561720 (small business size standard of $22M), Healthcare Environmental Cleaning, and as stated above PSC Code Q901.� Requirements for HEC services at locations currently identified on the Procurement List maintained by the Committee for Purchase From People Who Are Blind or Severely Disabled as of the date of publication of the solicitation will continue to be procured through AbilityOne in accordance with applicable regulations.
