- This notice does not constitute a request for proposal or request for quotation nor does it commit the government to contract for these services. The intent of this notice is to provide the pre-solicitation notice as required by FAR 5.2, Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date. On or about May 11, 2023, the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Customer Acquisition Services (CAS), anticipates issuing a Request for Proposal (RFP) for database access for the US Department of Labor Wirtz Library. The solicitation is anticipated to be issued on an unrestricted basis for full and open competition. The NAICS code for this requirement is 519210 with a size standard of $21.0 million. Contractors shall not directly contact the Contracting Officer or Contract Specialist to discuss this requirement.� During the solicitation phase, contractors will be provided the opportunity to submit relevant questions. The government contemplates a single time Firm Fixed Price (FFP) type contract with a period of performance consisting of a 12-month base period, four (4) 12-month option periods. SERVICE REQUIREMENTS The U.S. Department of Labor (DOL), Wirtz Library is the central research library servicing the US Department of Labor. This requirement for the Wirtz Labor Library requires online access to a collection of federal, congressional, and legal publications with historical through present-day coverage. Department of Labor (DOL) staff, particularly those in the Solicitor�s Office, rely on access to an extensive collection of these materials to conduct legal research. The vendor shall provide access to a database of historical and present-day government documents via a centralized vendor-provided platform that is accessible via IP authentication to DOL staff in the National Headquarters and satellite offices on an on-going basis. An administrator account shall be provided to allow library staff to review resource use level and customize the platform. Access to the following resources, at a minimum, is required: full-text of the Code of Federal Regulations (CFR), 1938-Present; full-text of the Federal Register (FR), 1936-Present; full-text of the U.S. Code, 1925-Present; full-text of the U.S. Statutes at Large, 1789-Present; full-text of the Congressional Record, Complete Bound and Daily 1980-Present; full-text of the Annals of Congress, Register of Debates, and Congressional Globe; a general collection of congressional hearings; a general library of federal legislative histories; a general collection of federal agency documents, decisions, and appeals; and a general collection of law journals. All requirements shall be included in operational pricing, at no additional cost to the Government, unless otherwise specified in solicitation documents.�Full implementation of the contract must occur at contract start date.
