- Notice of Intent to Award a Sole Source Contract PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm-fixed-price (FFP) contract with New River Systems Corp., whose address is 19775 Belmont Executive Plaza, Suite 305, Ashburn, VA 20147, to procure CaseCracker Onyx Interview Recorder Management System (IRMS), software maintenance. This requirement is considered a commercial item. It is the intent of the Government award a sole source contract to New River Systems Corporation to procure an enterprise software license agreement (SLA) for CaseCracker Onyx IRMS. The period of performance for this contract will be for one (1) 12-month base period, and three (3) 12-month option periods. This action is authorized under Federal Acquisition Regulation (FAR) Subpart 13.601-1(b)(1)(i), �Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.� Only this suggested source can furnish the requirement due to the Government requiring CaseCracker Onyx IRMS software maintenance for the period of performance stated above.� The software maintenance will ensure the FBI�s interview room recording systems support the Department of Justice (DOJ) mandate to record all custodial interviews throughout the field. Per the DOJ memorandum from Deputy Attorney General James M. Cole dated May 12, 2014, Subject: Policy Concerning Electronic Recording of Statements, and the Domestic Investigations and Operations Guide (DIOG), there is a presumption that statements made by persons in FBI custody must be recorded following arrest and prior to initial appearance when the arrestee is in a place of detention with suitable recording equipment. This notice will be distributed solely through the SAM.gov website.� Interested parties are responsible for monitoring the SAM.gov website to ensure they have the most up-to-date information about the acquisition.� The associated North American Industrial Classification System (NAICS) code for this procurement is 513210 Software Publishers; New Rivers Systems Corp (DWT1XD8JT8M4) is a Service-Disabled Veteran Owned Small Business. This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received no later than 8:00am EST Friday, May 12, 2023.
