Description
This requirement is for an Optimized Remediation Contract (ORC) to conduct environmental remediation activities at Kirtland Air Force Base (KAFB), New Mexico. The Air Force Civil Engineer Center (AFCEC) is responsible for execution and funding the Installation Restoration Program (IRP) and Military Munitions Response Program (MMRP) at this location. The regulatory framework will be site dependent and is comprised of various administrative processes under the oversight of the Environmental Protection Agency (EPA), or States pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as amended by the Superfund Amendment and Reauthorization Act (SARA) and Resource Conservation and Recovery Act (RCRA), and includes a variety of administrative orders and permits such as Federal Facilities Agreements, Consent Administrative Orders, RCRA Corrective Action Permits, etc. The scope includes conducting environmental site restoration at KAFB, New Mexico. This work will be conducted under an ORC utilizing Performance Objectives. The Contractor shall undertake Environmental Remediation activities to achieve Performance Objectives at ten (10) IRP sites and six (6) MMRP sites. The range of activities includes maintenance of established remedies, optimization at applicable sites, and achievement of site-specific Performance Objectives, including but not limited to Decision Documents, Response Complete, and Site Closeout. Remediation activities at KAFB are being conducted pursuant to the CERCLA, as amended by the SARA, and RCRA requirements. Regulatory oversight is provided by EPA Region 6 and the New Mexico Environment Department (NMED) Hazardous Waste Bureau (HWB). The Contractor will be responsible for fully executing the Firm Fixed Price (FFP) approach under a Performance-Based Acquisition (PBA) by conducting required investigation and environmental remediation services, which includes addressing soil and water contamination, scheduling, and regulatory issues arising under the contract, and satisfactorily achieving the contracts performance objectives.
