- This request for information (RFI) is issued solely for planning and for the purpose of market research to determine capabilities, feasibility and competencies of commercial sources to provide equipment and personnel associated with military survey data collection and processing. Desired solutions are those that: Where possible, utilize autonomous and unmanned technologies to accomplish mission objectives in efforts to increase mission efficiency and reduce risk to personnel. Where possible, support the collection, management and transmission/delivery of classified data. Support the collection of data that meet applicable industry or international standards for the mission type(s). This is not a Request for Proposals, and there is no bid package or solicitation document associated with this RFI. The requested information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI are not offers, and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how to proceed as a result of this RFI. The Naval Oceanographic Office (NAVOCEANO) seeks comments and suggestions that may be used in planning support of potential requirements. Any information provided to the Government in response to this RFI is strictly voluntary and at no cost to the Government. The information provided in this RFI is subject to change and is not binding on the Government. No contract will be awarded from this announcement. This is not an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a mailing list. Data submitted in response to this RFI will not be returned, and those who respond to this RFI should not anticipate feedback regarding any submission. Attached is the criteria to describe the mission scope of contract support for military survey operations. RESPONSE SUBMITTAL INSTRUCTIONS: All responses must be unclassified. No classified responses will be accepted. Responses to this notice will not be returned. Please include the following information in the response: RFI number stated herein. All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, company name, location of home facility, CAGE code, and Unique Entity ID number ,the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, hubzone, women-owned, etc.). Small businesses that possess the required capability are encouraged to submit responses to this notice. A written description of available contract support services for the mission scope outlined the attached document. Responses to this section should be limited to 20 pages. Responses should include descriptions for multiple operating models if available. Documentation such as company brochures, technical capability brochures and general personnel qualifications are encouraged to amplify the written response. Page limits do not apply. Responses are to include evidence of prior contract support services for the targeted mission types. Responses are requested to provide Rough Order of Magnitude (ROM) pricing for the contractor provided operating model(s). Assumptions and pricing metrics should be stated with the ROM pricing. ROM pricing should be organized to highlight various aspects of the support services to provide the Government a clear understanding of the commercial market. Examples may include (but are not limited to) day rates for ship / system use, labor rates for collection services, labor rates for processing services, etc. All responses to this notice must be postmarked no later than 31 May 2023 at 4:30 p.m. CT. The Government will provide an upload link via DoD Safe for the transfer of RFI response information.
