- THIS CONSTITUTES AMENDMENT 001 - EXTENDING RESPONSE DATE TO 09 MAY 2023 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY AND YOUR RESPONSE IS NOT AN OFFER.� THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. ALL DOCUMENTS ARE DRAFT AT THIS TIME AND COULD CHANGE SUBSTANTIALLY IF AN OFFICAL REQUEST FOR PROPOSAL IS ISSUED. The Military Sealift Command (MSC) requires non-personal engineering services to the Engineering Directorate of MSC in the form of Material Testing and Failure Analysis Subject Matter Expert. The Contractor shall provide a broad range of Material Testing and Failure Analysis which includes Metallurgical Testing, Chemical Analysis, Fatigue Testing, Mechanical Testing, Polymer Testing, Plating and Coating Analysis, Weld Testing, Thermogravimetric Analysis, Fire Investigation, Electrical Component testing, and additional subject matter expertise. Specific task descriptions and instructions, sufficient in detail to allow for Contractor performance, shall be provided with each task order (TO) issued under this contract. The attached SOW is a draft of the SOW that may be included in this proposed future contract. It is anticipated that not all products and services will be able to be provided by any Material Testing and Failure Analysis Laboratory. Those items or service that cannot be provided will be evaluated for removal from this requirement to ensure we can have the maximum amount of competition in the future award. Information Requested In order to understand and receive feedback from the industry, the following questions/comments are posed: Company name and location. Specify any OCONUS facilities. � � � �2.Company credentials/accreditations. Please answer if they obtain ISO 17025 (yes/no). (There is a 2017 revision but we� � � �should only need 2005) � � � � 3. Description of company�s work history and prior jobs. Typical yearly job through put. (Basically asking to determine if they can support multiple projects at one) Any work directly associated within the marine industry, general root cause analysis, and fire incident investigations? � � � � 4. Any prior work or contract with government entities. Please note, during this time the government is unable to provide direct responses to questions received in response to this RFI. However, due consideration will be given to all feedback and any feedback received may be used to revise the requirements. This is not a request for proposals, and no contract will be awarded as result to responses received. This announcement is for market research and planning purpose only.
