Description
This is a Small Business Sources Sought notice (SBSS).� This is NOT a solicitation for proposals, proposal abstracts, or quotations.� The purpose of this notice is to obtain information regarding:� (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.� An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. (1.)� Project Description and Requirements: The primary objective of this project is to implement the updated TeamSTEPPS curriculum in at least 55 healthcare organizations and the new TeamSTEPPS� for Diagnosis Improvement Course in at least 60 healthcare organizations. The secondary objective is to test for knowledge, skills, attitudes and organizational change. The TeamSTEPPS implementation in the form of training and technical assistance is to support the dissemination, adoption and use of TeamSTEPPS� by health systems and healthcare organizations, professional organizations, educational associations, educational institutions nationwide (e.g. medical and nursing schools), and Quality Improvement Organizations (QIOs). The assessment will test the overarching short and long-term impact of the TeamSTEPPS program. The composition of the implementation and assessment sites shall be such that at least 52% of each type of the organizations or institutions shall receive the TeamSTEPPS� for Diagnosis Improvement Course. The two TeamSTEPPS (TS) components for implementation and assessment include 1. updated TeamSTEPPS curriculum to optimize patient safety and quality outcomes, and 2. the new TeamSTEPPS� for Diagnosis Improvement Course to decrease medical errors and patient harm. It is essential that the current and future healthcare workforce is trained as that may be key to uptake and adoption of TeamSTEPPS concepts and continuous improvement of teamwork in support of safe care delivery and amelioration of healthcare workforce burnout. This project shall implement TeamSTEPPS and conduct testing across various healthcare organizations and institutions in the United States including: � � � ���� at least 75 health care systems and affiliated primary care medical offices, � � � ���� at least 25 medical and nursing schools, � � � ���� at least 15 private sector institutions that offer TeamSTEPPS program. The aim is to engage both connector groups (e.g., American Hospital Association, Quality Improvement Organizations, Quality Innovation Networks, practice facilitators for primary care offices, etc.) and different, small and large, healthcare institutions (e.g., rural and urban hospitals). (2.)� Anticipated period of performance: ������� ������ 16 months (3.)� Capability Information Sought: � � � �Capabilities necessary to fulfill this requirement include: Staff expertise in patient safety, communication and teamwork, and the relation between safe health care delivery and ability to work as a team, Experience with TeamSTEPPS methods and concepts as described in the updated TeamSTEPPS program (TeamSTEPPS curriculum and TeamSTEPPS for Diagnosis Improvement), Expertise in �key concepts in training healthcare teams in a variety of settings (e.g., health care systems, medical and nursing schools, rural and urban hospitals), Experience with delivering large scale trainings (e.g., virtual and in-person meetings, webinars etc.) to healthcare teams, including physicians, advanced practice providers, nurses, and other healthcare personnel, Experience with conducting TeamSTEPPS implementation and assessment of small and large groups of healthcare personnel, Experience with developing training schedules, and promoting training opportunities Experience with recruiting a large number (> 115) of U.S. based healthcare organizations in a limited period of time to participate in a patient safety improvement project. (4.)� The capability statement response to this Small Business Sources Sought notice should include the following information: ������ � � a)��� Staff expertise, including their availability, experience, and formal and other training;� � � b)��� Current in-house capability and capacity to perform the work; � � c)��� Corporate experience and information on prior projects of similar size and complexity; and � � d)��� list any Government-wide contracting vehicles for which the respondent has a contract (example, GSA Schedule, etc.). (5.)�Information Submission Instructions Interested qualified small business organizations should submit a tailored capability statement for this requirement. The cover page must include the following: UEI number Organization name Organization address Size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to NAICS code 541720. Technical point(s) of contact, including names, titles, addresses, telephone, and e-mail addresses. All Capability Statements sent in response to this SMALL BUSINESS SOURCES SOUGHT notice must be submitted electronically (via e-mail) to David Goodno, Contract Specialist, david.goodno@ahrq.hhs.gov in MS Word, or Adobe Portable Document Format (PDF), no later than 10:00 AM on Tuesday, 05/16/2023. �Responses should not exceed 15 single-sided pages (including the cover page, all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above.
