- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This Sources Sought notice is being conducted by the MDA to seek possible sources for requirements reflected below. This is not a solicitation; request for proposal or quotation. Participation in this effort is voluntary with no cost or obligation to be incurred by the MDA. All costs associated with responding to this Source Sought will be solely at the respondent�s expense. No funds have been authorized, appropriated, or received for this contemplated effort. Submissions of capability statements will be separate from, and have no bearing on, submissions in response to any future Request for Proposal, if one is issued. Eligibility to participate in any future acquisition does not depend upon a response to this notice. The Missile Defense Agency (MDA) Terminal High Altitude Area Defense (THAAD) is conducting market research to determine interest and capability for sources to support modernization efforts for the US Government�s (USG) THAAD batteries ground components.� This will be accomplished either through the procurement of the modernization kits or the installation of the kits (or both) and complete acceptance testing into the Launcher components and the THAAD Fire Control components.� Installation of 30 Launcher kits will be into 30 THAAD Launcher HEMTTs that have already been modernized. The THAAD Weapon System provides Combatant Commanders a globally transportable, rapidly-deployable capability to intercept and destroy short-range, medium-range, and limited intermediate-range ballistic missile threats inside or outside the atmosphere during terminal phase of flight. MDA continues to develop, procure, and sustain the THAAD Weapon System. A THAAD overview is publicly available at http://www.mda.mil/system/thaad.html. Sources will need to procure kits over a 5 fiscal year period of performance starting in FY24 timeframe with funding in year 1, and priced options for each of the 4 following fiscal years based on funds availability. Below is the draft procurement of kits by fiscal year and their delivery is expected to be approximately18 months later. Year 1� � �Year 2� � �Year 3� � �Year 4� � �Year 5 9 kits� � � �15 kits� � �18 kits� � �18 kits� � �28 kits Sources that may install the procured kits, will need to be able to install/integrate/complete acceptance testing within the fiscal year schedule. Sources may identify their capability to be a sub contractor. A complete technical data package (TDP) may not be available. Some technical data is available upon request. Technical data furnished by the Government is in an ""as is"" condition without any warranty as to its accuracy, completeness, or adequacy. The respondents shall use this technical data at its own risk. The Government assumes no responsibility for such furnished data/documentation nor will the Government have any liability for a respondent's response should such data/documentation prove to be inaccurate, incomplete, or otherwise defective. Any Technical Data information is available for Cleared Defense Contractors to allow industry to assess their current capabilities and to assess their current capabilities in meeting the THAAD specific requirements; which will ensure that provided responses enable the Government to meet the objectives outlined above of this Sources Sought. Access to Attachment 1 (Draft plan of procurement and installation) will be made available upon request and availability of technical data. When submitting a request, provide the following information: Company Name, Mailing Address, and Cage Code. Also, provide the contact information for your Facility Security Officer (FSO) or equivalent. Information received in response to this sources sought will be used in developing the acquisition strategy, including competitive or non-competitive sourcing decisions for a ground component modernization contract.� Eligibility to participate in any future acquisition does not depend upon a response to this notice. Proprietary information is neither sought nor desired by the MDA. If proprietary information is submitted, it must clearly be marked ""proprietary"" on every sheet containing such information and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., paragraph markings, image markings, or use an attachment or exhibit). Respondents are responsible for adequately marking proprietary information contained in their response. Controlled Unclassified Information (CUI) will be marked in accordance with DoD Instruction 5200.48 and MDA guidance. Attachment 2, MDA CUI Awareness Training for Industry Partners, has been provided to assist in CUI marking requirements. All CUI will protected/handled IAW DoD Instruction 5200.48, paragraph 3.3.� Respondees shall submit all questions and requests for THAAD data via email to MDATHAADSourcesSought@mda.mil.
