Description
Market Research 155mm Coordinate Seeking Fuze Kit The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Product Manager for Precision Fires and Mortars (PdM-PFM), is seeking input and feedback from potential qualified sources for the development and production of a 155mm Coordinate Seeking Fuze Kit capability. The US Army is seeking a cost-effective Coordinate Seeking Fuze Kit capability, in the form of a kit, for use with a projectile. It will retain fuzing functions for safety and performance, enable corrections to aero ballistic errors to improve overall accuracy of a fire mission, and operate in the presence of a GPS jamming environment. When combined with a M549A1, M795, M1128, or XM1113 high explosive projectile, the Circular Error Probable (CEP) of the impact point versus the target aimpoint should be 50 meters or less. Compatibility should include current US 39 caliber 155mm weapon systems (M777 and M109 series), and the developmental Extended Range Cannon Artillery (ERCA) 58 caliber weapon system. Compatibility should consider the current fuze setter (Enhanced Portable Inductive Artillery Fuze Setter) and should include operating with current artillery propellant charges for weapon systems. The ERCA maximum charge uses the Supercharge 9ZB; which equates to a Muzzle Velocity of ~ 1,070 m/s for a 108lb fly weight. The intent is to balance the system design, and associated performance, with overall cost effectiveness. To be considered as a capable source for this effort, all interested parties must submit the requested following information; which will assist the United States Government (USG) in developing its acquisition strategy: A) Provide a system or technology description with supporting technical data, to include a description of the analysis tools and methodology used to optimize the system solution. B) Provide a Rough Order of Magnitude (ROM) Average Unit Procurement Cost (AUPC) assuming 5,000 Coordinate Seeking Fuze Kits produced annually, overall program cost, and a high-level schedule. The schedule and cost should address the maturation of the system required to demonstrate guide to hit performance in a jammed environment and to demonstrate reliability under environmental stress (hot, cold, tactical vibration, etc.). C) Respondents shall state if they are currently manufacturing this item or have made this item or similar items in the past including a detailed description of existing designs, identifying key components (inclusive of sub-systems and assemblies, etc.), system capabilities, technology readiness levels and manufacturing readiness levels; and D) Business size as it applies to NAICS code 332993 size standard 1,500 employees. Additionally, interested small business contractors should address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. Your response shall utilize Market Survey number W15QKN-23-X-0WAW and be submitted in the English language. All respondents should provide sufficient details to allow the USG to make a reasonable assessment of the respondents capabilities to produce Coordinate Seeking Fuze Kits. The USG will not pay for any information submitted or for any costs associated with providing this information. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey/ Sources Sought. The USG is not obligated to notify respondents of the results of this Market Survey/ Sources Sought. All contractors interested in this Market Survey/ Sources Sought must be registered in System for Award Management (SAM). This market survey is for informational and planning purposes only and shall NOT be construed as a Request for Proposal (RFP). The USG does not intend to award a contract on the basis of this sources sought/market survey. Interested sources shall submit their qualification data and requested information no later than 01 June 2023, 1600 Eastern Daylight Time (EDT) by electronic mail (email), at no cost to the Government, to Ms. Arian Sommers at arian.r.sommers.civ@army.mil, Contract Specialist, ACC-NJ and Ms. Lauren Tagliente at lauren.m.tagliente.civ@army.mil, Contracting Officer, ACC-NJ. All inquiries and questions shall be made via email ONLY, TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All information provided will not be returned and will be protected in accordance with the identified markings. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
