THIS SPECIAL NOTICE IS NOT A REQUEST FOR QUOTES. The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4), is seeking information and potential qualified sources capable of meeting the Statement of Work (SOW) for Furniture Moving Services, for the Wilmington, DE, VA Medical Center, 1601 Kirkwood Hwy, 19805. This notice is for informational purposes only. The intent of this Sources Sought Notice 36C24423Q0781 is to identify any Small Businesses, mainly SDVOSB/VOSB vendors who can provide Furniture Moving Services as described in the attached Statement of Need. This is neither a solicitation nor a promise of future work. Small Business, SDVOSB, and/or VOSB manufacturers authorized distributors are encouraged to submit your company s information and capability statement in response to this Sources Sought Notice. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. Potential vendors should respond with their ability to provide the following brand name: The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of interested parties to demonstrate to the government that they are capable of providing the equipment or supply that fulfills the required minimum specifications mentioned above. STATEMENT OF WORK -- Services -- PROVIDE: Professional services to include but not limited to: Professional Furniture and Equipment Moving Services -- Project Scope -- GENERAL: The Wilmington, Delaware VA Medical Center intends to issue a service contract to provide professional moving services to the Wilmington VA and all attached CBOC s located at Vineland New Jersey, Northfield New Jersey, Cape May New Jersey, Dover Delaware, and Georgetown Delaware. Vendor to provide adequate POP service to cover an estimated 24 full 8 hour days worth of moves per year. This number is purely an estimate and can change annually with demands from the facility. SPECIFICS: Vendor shall furnish all materials, equipment, supervision, and personnel necessary to provide professional grade Moving of Equipment and Furniture to support the VA s mission. Moves can range widely from moving office furniture from one office to another to moving new furniture into a newly renovated section of the facility. Equipment can be (but not exclusive to) office furniture, desks, office chairs, and mobile medical equipment. All work to be performed during normal business hours, Monday through Friday from 7am to 4:30pm. All employees of the selected vendor shall comply with the VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. Records Officer:  There will be no federal records created, maintained, used, or dispositioned with this contract;  regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.]. -- Environmental/Occupational Safety and Health (EOSH) -- EXPECTATION: All projects and project designs shall contain language that addresses all applicable EOSH requirements. Regulatory Compliance EOSH requirements for work performed at the above location can be found in: Volume 29 of the Code of Federal Regulations, Part 1910 Occupational Safety for General Industry Volume 29 of the Code of Federal Regulations, Part 1926 Occupational Safety for The Construction Industry Volume 40 of the Code of Federal Regulations Protection of The Environment Volume 49 of the Code of Federal Regulations, Part 397 Transportation of Hazardous Materials Title 7 of the Delaware Code Conservation Title 16 of the Delaware Code Health and Safety Responses to this Sources Sought should include company name, address, point of contact, phone number, point of contact e-mail, Vendor EID from SAM, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS) codes 541614 (size standard of $20 Million), 337121 (size standard of 1,000 Employees), 484210 (size standard of $34 Million), 561320 (size standard of $34 Million), and 541611 (size standard of $24.5 Million). Respondents shall also answer the following questions: Size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Small Business (SB), Large Business, etc. Is your company considered small under the NAICS code identified under this Source Sought? Does your company have an FSS contract with GSA or the VA NAC or a GWAC contract holder with any other federal agency? If so, please provide the contract number. If your company holds a FSS GSA/VA NAC contract other federal GWAC contract holder, are the services you are providing information on available on your schedule/contract? General pricing of your services is encouraged. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. Information provided by potential sources will be utilized by the Government to determine market availability and procurement strategy. An award of a contract will not result from this Sources Sought Notice. Vendors who can meet the requirements listed above should provide the following information: Business Name Business Address Business Point of Contact, including phone number and email address Business size Business Socioeconomic Status Federal Supply Scheduling (FSS) number, if the items required by the Government are available for purchase on an FSS contract. Any other pertinent capability information that relates to the above stated requirement. All responses shall be submitted in writing to the Contract Specialist, Derrick L.
