- This is NOT a request for proposal RFP, invitation for bid IFB, or an announcement of a solicitation as no solicitation package exists at this time. The request is for informal purposes only. No cost data should be submitted. The Government will not pay for any materials provided in response to this notice or any follow up information requests. Submittal will not be returned to the sender. Respondents will not be notified of the results of the evaluation. NAVSUP FLCSD will utilize the information for technical and acquisition planning only. THIS IS A SOURCES SOUGHT, and not a Request for Quote Requirement for research consulting services for performing expert research consulting services for performing research on human performance, with emphasis on fatigue and habitability factors. The anticipated services are to be 75 percent remote and 25 percent at the Naval Postgraduate School. A Contractor expert research analysts is needed to: 2.1 Continue to maintain and bolster the reputation for the Crew Endurance Team by maintaining current knowledge of the research questions under investigation by the Crew Endurance Team. 2.2 Investigate, collect data, and provide analysis of time-sensitive issues that examine not only human performance but mission performance, where the human is often the limiting factor in the equation. 2.3 Conduct research and analysis to advance the knowledge of the Crew Endurance Team research initiatives, as well as an understanding of future challenges for the US military. 2.4 Conduct research and present technical results to advance the knowledge of human behavior, including sleep studies, mitigating ship habitability concerns, using experimental research design, expertise in statistical analysis, technical writing, and communication skills.
