- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a draft Performance Work Statement (PWS).This Special Notice is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. The information provided in the notice is subject to change and is not binding on the Government. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office is not at this time seeking proposals and will not accept unsolicited proposals for the work described in the attached PWS. Responders are advised that NAVSUP will not pay for any information or administrative costs incurred in responding to this notice. NAVSUP has not made a commitment to procure any of the services discussed, and release of this notice should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Not responding to this notice does not preclude participation in any future solicitation, if issued. It is the responsibility of the interested parties to monitor SAM.gov. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to issue a Request for Proposals (RFP) on an unrestricted, full and open competitive basis for the provision of services in support of the Naval Education Training Commands (NETC) N7, in conjunction with Naval Education and Training Professional Development Center (NETPDC). This requirement is for Naval Training Products and Services such as curriculum planning and analysis, maintenance, development, re-engineering, and PC-simulation. A multiple award, indefinite-delivery/indefinite-quantity (IDIQ) type contract under which cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) task orders shall be issued in accordance with FAR Part 16 is anticipated. The contractor Instructional Systems Development (ISD) / Systems Approach to Training (SAT) models to the development and lifecycle maintenance of curricula and media materials. Offerers must be registered in the System Award Management (sam.gov) to be considered for the award. It is anticipated that FAR Part 15 Contracts by Negotiation will be utilized. It is the intention of the Navy to issue this RFP through electronic means only. This RFP will be available upon issuance at http://www.neco.navy.mil and https://sam.gov/content/home. The RFP number will be N00189-23-R-Z001.
