- Description
- This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial items in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)s reference to FAR 12.102(c). This announcement constitutes the only solicitation with quotes requested. This requirement is considered unrestricted under the North American Industry Classification System (NAICS) code 541611 Administrative Management and General Management Consulting Services with a standard size of $16.5M. FHFA requires vendor services to support its supervisory capital stress testing program. Once operational, FHFAs supervisory capital stress test will support Agency decision makers in determining each Enterprises ERCF stress capital buffer and will support Agency decision makers in benchmarking the Enterprises DFAST results. Contactor assistance would include but is not limited to identifying options and providing recommendations on the following: (i) expected benefits, expected costs, and options for the build vs. buy decision on the elements of FHFAs single-family supervisory capital stress test; (ii) building the credit risk framework for FHFAs single-family supervisory capital stress test; (iii) building the accounting framework for FHFAs single-family supervisory capital stress test; and (iv) building the consolidation engine for FHFAs single-family supervisory capital stress test. Questions or other suggested changes must be submitted by 2:00pm Eastern Time on May 8, 2023, by email to Jennifer.Sellers@fhfa.gov. Quotes are due no later than the date and time established in Contract Opportunities to Jennifer.Sellers@fhfa.gov. Please refer to the attached documents for additional information.
