- PSHBS Update 4/24/2023: The PSHBS solicitation has been amended to allow for those Offerors who requested access to the PSHBS Teams Workspace by the required deadline to also submit proposals via email.�� PSHBS Update 4/25/2023:� The PSHBS solicitation has been amended with the following updates: Attachment 3 � Pricing Workbook was updated to account for a missing formula.� Tab 7 (Year 4 � PSHBS), Cell F29 was previously missing a formula to calculate hours x rate.� The formula has been added. Attachment 3 � Pricing Workbook was updated to highlight cells F61-F72 for Tab 3 (MVP � BASE Year PSHBS) and Tab 4 (MVP � Year 1 PSHBS) indicating that offerors were to input values into these Other Direct Costs (ODC) cells.� The referenced cells were not previously highlighted. Attachment 3 � Pricing Workbook instructions were updated for Offerors to propose rates in accordance with and aligned with the Service Contract Act and Federal Minimum Wage for the CSC tabs.� Questions and Answers � The Government has revised some of the responses to clear up discrepancies.� The proposal submission date remains unchanged. PSHBS Update 4/14/2023:�All questions and answers and revised documents for solicitation 243226-23-R-0004 are included in this amendment posting. �The proposal submission due date has been changed to 4/28/2023 at 4:00 ET. PSHBS Update 4/7/2023:� Proposals in response to the PSHBS solicitation are no longer required to be submitted on April 7, 2023, as currently stated in the solicitation.� OPM will post all questions and answers, along with the amended solicitation, no later than Friday, April 14, 2023.� Proposals will be due 14 days after OPM publishes the amendment. The proposal due date will be specified in the amendment.� Please continue to monitor Sam.gov for all updates and information related to this solicitation.� �� PSHBS Update 3/29/2023:�The Government is still in the process of reviewing and answering questions that were submitted in response to the PSHBS solicitation.� Answers to all questions are anticipated to be published next week (April 3-7th).� The Government will be extending the proposal due and that date will be provided in the amendment that will be published with the Questions and Answers and the revised solicitation.� Please continue to monitor Sam.gov for all updates related to this solicitation.� � Amendment 2 issued 3/13/2023: Attachment 1, page 11, has been updated to reflect the following change from: ""The Offeror shall use the template provided..."" to: ""The Offeror shall provide a detailed description...""� There is no template to be provided and all Offerors shall use the 10 page maximum allotted for the past performance narrative.� The closing date remains unchanged.� Amendment 1 issued 3/9/23: The email address provided in the RFP for responses has been updated.� The closing date remains unchanged. For this contract, OPM is seeking a contractor that can support the objectives listed below.� The objectives require that the contractor provide a comprehensive suite of IT services and solutions to support the development of a scalable PSHB system using software development in a variety of environments and infrastructures. To meet PSRA statutory requirements, the contractor will work with OPM to develop and deliver a Postal Service Health Benefits System (herein referred to as PSHBS, or �the system�). Although the initial user base will include 1.7 million USPS enrollees, the system will be built using scalable, flexible technology that enables OPM to (potentially) service an additional 6.5 million federal employees, annuitants, and eligible family members enrolled in the FEHB. Additionally, the scope and objectives of this IDIQ include a customer support center that will service PSHB employees, annuitants, and family members. �Services provided include, but are not limited to, eligibility determinations, enrollment support, and enrollment and premium reconciliation. Additional services under the scope of this contract include, but are not limited to, documentation, operations, deployment, cybersecurity, configuration management, training, commercial off-the-shelf (COTS) product management and utilization, technology refresh, data and information services, information display services and business analysis for IT programs.
