- Description
- In support of the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), Marine Chart Division (MCD), the NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) intends to solicit for mapping and cartographic support services. The OCS MCD maintains a Nautical Chart System (NCS) that underpins production of NOAA nautical charts, which are tools for safe, efficient, and environmentally sound navigation in U.S. waters. MCD�s Nautical Chart System II (NCS II) is used to generate MCD�s nautical chart products and maintain their suite of approximately 2,250 Electronic Navigation Charts (ENCs). Updated ENCs generated from the NCS II Systems serve commercial and recreational mariners, coastal resources managers, the scientific community, other NOAA programs, and U.S. Government agencies. Contractor support services are necessary to accomplish tasks in relation to the generation and maintenance of MCD�s nautical charts and associated systems and databases, including (but not limited to): Creation and maintenance of ArcGIS based templates for ENC cells in the Nautical Information System (NIS) database through application of source data Maintenance of ArcGIS based vector files for ENC cells in the NIS database through application of source data The anticipated period of performance is 10/01/2023 - 09/30/2028, inclusive of the base year and all option years.� The solicitation will be issued as a Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The RFP is anticipated to be issued on or around May 15, 2023 with a response submission deadline approximately 14 calendar days thereafter. The solicitation will be issued as a 100% small business set-aside under North American Industrial Classification System (NAICS) code 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The size standard for this NAICS is $40.0 Million. The Government anticipates awarding a single firm-fixed-price (FFP) contract to the contractor whose proposal represents the best value to the Government after considering price and non-price factors. The RFP will be issued on SAM.Gov and proposals will be submitted electronically via email. It is incumbent upon the contractors to monitor SAM.Gov for the release of the RFP and any amendments. Offerors must be registered in the System for Award Management (SAM) at the time of proposal submission in order to be eligible for consideration, evaluation, and/or award.
