Description
PRESOLICITATION NOTICE: 1. Introduction.� This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts.� The Government is not soliciting, nor will it accept proposals as a result of this synopsis.� If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov, and interested parties must comply with that announcement.� The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.� This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. 2. Applicable North American Industry Classification System (NAICS) Code.� The applicable NAICS code is 237310 - Highway, Street, and Bridge Construction (Size Standard in millions of dollars $45.0). 3. Type of Contract to be Awarded.� As a result of this synopsis and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract. 4. Type of Solicitation.� The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, �Contracting by Negotiation�. 5. Synopsis Posting Period.� This synopsis will be posted for 15 days. 6. Contracting Office Points of Contact.� Susan Kunath, Contract Specialist, susan.j.kunath@usda.gov. 7. Contract Description.� This project is an Aquatic Organism Passage project to replace an existing ford with a bridge on the Salmon-Challis National Forest, located in the County of Lemhi, Idaho.� Work includes channel restoration, installation of a government furnished bridge on contractor provided abutments and the construction of bridge approach roadways.� Rock and aggregate materials are available from government sources.� Alternate (Commercial) sources proposed by the contractor will need to be approved for material suitability and weed free nature of the source.� The contractor is responsible for the acquisition of the abutment materials per the attached plans and specifications along with the erection of the abutments.� Government furnished materials are located at 3 locations in the vicinity of the project.� Material removed from the Opal Pit and Moyer Pit will need to be quarried and hauled to the project.� Opal pit material placed as road surfacing may need to be screened prior to placement.� Riprap and Channel Rock may be obtained from the Musgrove Staging site.� This material will have been stockpiled prior to the commencement of the project.� Streambed material is expected to be salvaged from the excavation of the abutments and other channel restoration work including the placement of grade control structures and channel alignment work.� The prefabricated bridge will be staged in Salmon, Idaho.� The contractor is responsible for transporting the bridge to the work site.� An instream work window of 7/15 to 8/15 has been established.� All work within the ordinary high-water mark including de-watering, excavation and backfill, channel restoration and re-watering of the channel shall occur within this window. The project is part of a larger habitat restoration project to improve habitat quality and remove barriers for ESA listed and native species.� This specific project aims to remove a ford, re-establish channel complexity to a near natural condition and re-establish riparian function in the affected reach by replacing the ford with a bridge and naturalizing the stream channel and banks previously degraded by the development and use of the ford. 8. Disclosure of Magnitude.� The anticipated magnitude for this project is between $100,000.00 and $250,000.00. 9. Type of Set-aside.� Total small business set-aside. 10. Responses.� Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability.� In addition to a Statement of Capabilities, firms responding to this announcement should include company name, Unique Entity Identification number, point of contact, address, email address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small disadvantaged business, or women-owned small business.� Responses are due within 15 days of this synopsis and should be submitted to Susan Kunath at susan.j.kunath@usda.gov
