- Pre-Solicitation Note � Stand-Alone Bridge Contract for Training and Readiness (ITS) Systems Engineering Support. The Naval Surface Warfare Center, Dahlgren Division intends to negotiate and award on a sole source basis, a stand-alone bridge contract to HII Mission Driven Innovative Solutions, Inc., 635 Discovery Drive Huntsville, Alabama 35806-2801. Cage Code 0MWW4, for non-personal engineering support services for Training and Readiness Systems and Modeling & Simulation requirements Open Systems Approach and Goals. The contract will bridge the gap between the end of the current Training and Readiness (ITS) Systems Engineering Support contract N0017818F3011 and the award of the follow-on competitive contract. The anticipated bridge period of performance is a 9-month Base Period (28 August 2023 - 28 May 2024) and 3-Month Option Period (29 May 2024 - 27 August 2024). The stand-alone bridge contract is being conducted under the authority of Federal Acquisition Regulation FAR 6.302-1(a)(2)(iii), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements�. HII Mission Driven Innovative Solutions, Inc. provides Training and Readiness (ITS) Systems Engineering Support under the current contract. The engineering support services covered by this effort include Systems Engineering support, to assigned Training and Readiness Systems, Software Support Activity (SSA) support, In-Service Engineering Agent (ISEA) tasking, Cybersecurity (Cyber) support, Safety, Test and Evaluation (TE) support, and Fleet Readiness support. These system assignments include the hardware, software, subsystems and elements that comprise the specific systems and Family of Systems (FoS). These activities are conducted in support of the U.S. Navy, Multi-National and Multi-Agency Naval and DoD sponsors. CONUS and OCONUS locations supported under this effort include Washington DC, Dahlgren VA, Wallops Island VA, Phoenix AZ, Chicago IL, Moorestown NJ, Sudbury MA, Crane IN, Bethesda MD, Pearl Harbor HI, Yokosuka Japan, Wihelmshaven Germany, Kaohsiung Taiwan, Sydney Australia, Dubravnick Croatia and Gdansk Poland. This synopsis is published for information purposes only. A determination by the Government not to compete this proposed bridge contract extension is solely within the discretion of the Government. This notice does not constitute a Request for Proposal (RFP), and it is not a commitment by the Government to procure subject services.
