Description
Request for Information Joint Operational Medicine Information System (JOMIS) Medical Awareness for International Travel THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD), in support of Program Executive Office (PEO) Defense Healthcare Management Systems (DHMS), Joint Operational Medicine Information System (JOMIS) Program Office, is seeking potential sources with effective capabilities to provide a Commercial-Off-The-Shelf (COTS) database subscription to inform medical impacts for international travel and deployments. The database should be internet-accessible and provide detailed national/international medical data, including healthcare facility and capability infrastructure, worldwide medical risks and their mitigations, and clinical guidelines and recommendations. The solution must aggregate this information and provide a traveler or subject matter expert with a vetted overview of all relevant medical information in an area of interest. � This clinical decision support will be utilized to prepare personnel to be deployed and other travelers for health threats and other concerns that come with international travel. The information in the tool should be relevant in all phases of operational medicine (readiness, planning, execution, and redeployment) as well as for the traditional global traveler. To support health care providers and decision makers, Department of Defense (DoD) immunization and Force Health Protection requirements must be integrated throughout the system and supplement medical information with data gathered from other sources, including Centers for Disease Control and World Health Organization. An underlying requirement for the tool is that it provides detailed information including, but not limited to, medical facilities, threat information, and healthcare infrastructure information throughout the world. This is a critical mission-planning requirement because, during mission planning, threats and resources are evaluated, and contingency plans are developed to improve chances of survival and individual readiness that supports operational unit integrity. Contingency plans include a variety of scenarios, necessitating different types and levels of medical care and a key element of mission planning is determining multiple routes to access and egress from a medical facility to an airfield for evacuation. The database should significantly expand the quality and breadth of information that is available to the Combatant and Component Commanders, White House Medical Unit, and medical planners and providers, at minimum it should possess the following functional attributes: Ability to obtain a secret level Facility Clearance (FCL). The desired solution must be eligible to access classified information required for contract performance to safeguard information Deliver timely, up-to-date international medical information data to optimize planning for military medical and deployment planners and providers Ability to share data with DoD Medical Systems and provide up-to-date international unclassified medical information data supporting preventive medicine, patient movement, and clinical contingencies planning for military medical and deployment planners and providers Ability to rapidly deliver and deploy additional configurations of capability Deliver medical situational awareness information for the military traveler and/or planner by providing expert risk mitigation guidance, through the integration of real-time information and data with new and existing advice from authoritative national/international bodies, so that DoD planners and providers can ensure their troops/patients are prepared for any potential health threat, exceeding open-source travel medicine standards Provide critical military mission planning information in the form of worldwide hospital capabilities, healthcare facility quality, hospital�s proximity to airfields and Tri-Care facility identification DHMS-CD is issuing this RFI for the purpose of planning its future acquisition strategy. Interested parties may submit a written response stating how they would effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with acceptable performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.
