- Description
- COUNTER-UNMANNED AIRCRAFT SYSTEM (C-UAS) REQUEST FOR INFORMATION (RFI) PART 1 OF 2 DESCRIPTION: U.S. Customs and Border Protection (CBP) is conducting market research through a Request for Information (RFI) on the current availability and technological capabilities of a Counter-Unmanned Aircraft System (C-UAS) to address current and future threats and gaps regarding unmanned aircraft systems. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR INFORMATION RECEIVED. This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This research does not commit the Government to contract for any supply or service. CBP will not pay for any costs associated with responding to this research. Not responding to this RFI does not preclude participation in any full future full and open competition RFP. If a solicitation is released, it will be posted to the SAM.gov (https://sam.gov/content/home) website. All submissions become the property of the Government and will not be returned. The information obtained from industries responses to this RFI may be used in the development of an acquisition strategy and future RFP. INTRODUCTION: The U.S. Border Patrol (USBP) and Air and Marine Operations (AMO) are sub-components of the U.S. Customs and Border Protection (CBP) whose mission is to prevent the illegal flow of people and contraband into the U. S. via air, land, and sea. The USBPs primary mission is to conduct law enforcement activities along the U. S. border and between the official U.S. ports of entry. As the nations single, unified border agency, USBP's mission is vitally important for the protection of the American people and the national economy. USBP represents the first line of defense of America's borders. One of USBP's strategic objectives is to establish and maintain effective control of air, land, and maritime borders with the appropriate mix of infrastructure, technology, and personnel. AMO deploys aircraft and maritime vessels to air and marine branches and units throughout the country to provide rapid air and marine response capabilities. It interdicts unlawful people and cargo approaching U.S. borders, investigates criminal networks and provides domain awareness in the air and maritime environments. PURPOSE: USBP and AMO are interested in learning more about solution concepts and associated technology to counter the threat of Unmanned Aircraft Systems, commonly referred to as drones, which includes the capability to detect, identify, classify, track, and/or mitigate these threats. CBP is interested in availability of total solutions to address use cases, which will be provided in Part 2. PART 1: Part 1 provides a high level overview of the C-UAS capabilities for which we are seeking vendor information. In this Part, we request vendors who currently manufacture or integrate and market C-UAS systems with the identified capabilities who are interested in responding to the complete RFI to complete Attachment A Vendor Company Data and Attachment B DHS Form 11000-6, Non-Disclosure Agreement and return them to pmodcuasmarketresearch@cbp.dhs.gov. The information from Attachment A, Vendor Company Data, will be used to validate that responding vendors are registered in SAM.gov and to help determine whether they are foreign owned, either at the vendor level or at a parent company level. Attachment B, DHS Form 11000-6, Non-Disclosure Agreement, must be completed by a corporate officer of the company. The information which will be provided in the complete RFI is unclassified but will include Other Sensitive but Unclassified scenarios and is labeled For Official Use Only. RESPONSE: Your firm is requested to submit its response, Attachment A and Attachment B, electronically no later than May 8, 2023 to pmodcuasmarketresearch@cbp.dhs.gov. No other information is requested at this time and any submitted information will be discarded without review. Please entitle the Subject line of responding email as [Vendor Name] response to CBP RFI for C-UAS. Attachment A: Vendor Company Data Attachment B: DHS Form 11000-6, Non-Disclosure Agreement
