Description
THIS IS A PRESOLICITATION NOTICE. A REQUEST FOR PROPOSAL (RFP) WILL BE POSTED ON OR ABOUT May 8, 2023. The National Park Service, Northeast Region, Philadelphia Major Acquisition Buying Office intends to issue a Request for Proposal (RFP) for a firm fixed priced construction contract, subject to the Davis-Bacon Act to furnish all labor, supervision, supplies, equipment, tools, materials, all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary for the project required to complete the work in accordance with the Contract Documents. This project will rehabilitate the Benjamin Rush Garden, an integral feature in the colonial revival design of the First Bank block cultural landscape. It includes installing the Queen�s Bicentennial Bell, now in storage, for public display. The Bell was a gift from Queen Elizabeth II commemorating the 200th anniversary of American independence. Specific features of the rehabilitation include: constructing the bell armature foundation and centerpiece (paving, vegetation, lighting); removing and replacing poor and dying vegetation (trees, boxwood, ivy); repairing the garden fountain. Depleted planting beds will be rescaled and built with new soil and plants. Wrought iron fencing and gates will be repaired and re-painted. Paths will be rebuilt to be accessible. An ADA ramp will be constructed to connect the two levels. New benches and waysides will be installed. Irrigation will be installed, and the drainage system will be replaced to ensure the long-term viability of the garden. The Garden has not been renovated since its installation in the 1960�s, therefore it is not a previously awarded requirement. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database. NAICS: 237990 - Other Heavy and Civil Engineering Construction with a small business size standard of $45M. This requirement is being procured in accordance with Far Part 15 and Part 36 Total Small Business Set-Aside The order of magnitude for this project is estimated to be between $1,000,000 and $5,000,000. Location of Work: Rush Garden, Northwest Corner of Third and Walnut Streets, Independence National Historical Park, Philadelphia, PA Contract estimated performance period is 120 days from notice to proceed.
