- Description
- Scope: This service support contract is for 24/7 tech support for the HSQ, Inc SCADA (Supervisory Control And Data Acquisition) system, plus three (3) three (3) day site visit per year for hands on assistance.� This is to maintain the operation of the main SCADA system at the shipyard that controls Electrical, Potable Water, and Salt Water Utilities� systems and address any issues that comes up with this critical system to ensure proper monitoring and control is maintained IAW (directly or indirectly) with: PWCINST 11300.1 (Provision of Emergency Electrical Power and Salt Water Following a Service Outage), UFC 4-150-02 (Dockside Utilities for Ship Service), and NNSY 5216/#, Ser 980/009. Dated 27 Apr 2007 (List of Critical Waterfront Utilities and Dry Dock Critical Components for Norfolk Naval Shipyard).� After-hours support will include satisfactory restoration of critical systems, and defer less critical support activities until the next business day.� Telephone support is intended to maintain system functionality.� Site visits will be scheduled between NAVFAC and HSQ at a convenient time for both parties.� NAVFAC will provide HSQ with the expected scope of work for each visit so that HSQ can assign the appropriate personnel to make the site visit.� Site visits include labor only and may include training, maintenance, or assistance with minor software modifications, along with diagnosing hardware problems of HSQ equipment, and will be allowed to access NAVFAC�s control system to address any of the issues mentioned above.� MISER software upgrades, either partial of full dependent on defects or system characteristics being experienced, should be provided as well. Replacement and spare parts and/or repair services can be provided based on the Parts and Service Price list (with parts not listed quoted upon request) provided with the quote, as a separate task order. Due to the proprietary nature of this SCADA system, only HSQ qualified and approved personnel will be allowed to provide this support.� HSQ personnel will require access to NNSY, along with the CIA area of the base. The Contractor shall provide all labor, materials, equipment, tools, facilities, transportation, incidental engineering, supervision, safety, safety measures including gas free certification for all confined spaces, surveys, scoping, layout work, testing, and management necessary to fulfill the requirements of this contract, as outlined above. The contractor will be required perform tasks at times that minimize service/system interruption to facilities, equipment and customers. Period of performance (approximately- based on actual award date of the new contract): 09 May 2023 to May 10, 2027.
